Recently restored my iPhone 4 and everything went well except the iTunes music store is missing, the app store is still there. What do I need to do to get it back or where do I look?? I'm lost

If you can't find it on any of your homescreens or app folders, nor via the spotlight search screen (swipe your first homescreen to the right), then have you got Settings > General > Restrictions > iTunes set 'off' ?

Photo album pics should still be on your computer, as that's where they came from in the first place.
Camera Roll pics (taken with iphone) should be imported to you computer on a regular basis (particularly before a restore) so they should be on your computer as well.
If you have failed to do this, you should be able to restore from back up, as camera roll photos are part of the automatic itunes backup:

If your music was purcansed from the iTunes Store and your country allow is you can redownload it
Login to itunes as yourself on this computer then

You will also need to authorise that computer so you can play the content.
Ctrl B to turn on the top menu
Store > Authorise this Computer...
Type in your Apple ID and password and authorise.

Media and contacts are NOT part of the iPhone backup. Media should already be in your iTunes library and contacts should be in whatever address book or cloud service you were syncing them to. Just re-sync them to the phone.

You should be storing everything on your computer and you should always backup your computer. Have you failed to do these things?
If so, not good, then you can redownload some iTunes purchases in some countries. Open iTunes store, click Purchased under Quick links

Look... I don't have my crystal ball handy. I don't know how or if you had your backup set up. You don't adequately describe what you're missing. Stating that "All I am left with is the content I had before I upgraded to iOS" doesn't tell me anything at all... When did you upgrade? Apparently, you had a backup from that time, and when you restored, you restored from that backup. If you had no other backups in between then and now, then anything since that time is gone. Permanently.

So you have all you music on the iPhone, right? and you want to transfer FROM the iPhone TO the computer?
You can't do that with iTunes as far as i know, but you could probably get by that going through "this computer" or something.. I'm not sure, but technically it should be possible.

Look under "Inside the Music Store" on the left side of the iTMS homepage. "TV Shows" is at the bottom of that section. Clicking that will take you the TV Shows page on the iTMS.

You can not merge accounts.
Apps are tied to the Apple ID used to download them, you can not transfer them.

I recently got a new laptop and after having all the content from my old one transferred to my new one, I found that all my iTunes music that I had downloaded recently had disappeared. They are visible in the 'purchased' section, but they all have an exclamation mark next to them and I am not able to locate them anywhere on my computer. If you backup now nothing will be erased from your iPhone, however, the backup will only contain what is currently on your iPhone.
If you mean "do a restore now" then the content of your iPhone will be reset to exactly what is in the backup. Anything on your iPhone now but not in the backup that you restore to will be gone.

You will need third party software such as TouchCopy to transfer from iOS to your computer.
