I run OS 10.4.11. I want to download the OS in order to gain access to newer versions of Mail, Safari, etc, but no download site will open. Am I trying to do something that won't work?

I run OS 10.4.11, PPC. I want to download and install OS 10.4.11 again in order to access a newer Mail, but no download site will open for me. What am I doing wrong? Are they not opening because they detect that I already run OS 10.4.11?
How, instead, can I download a newer copy of Apple Mail?

Click on Mail Preferences > Accounts, select the account and insert the following in all the relevant fields. If you can't find where to put something let me know and I will try to figure it out.
This is for FiOS and I do not know if that's what you have, but perhaps this is a start:
Incoming mail server (POP3): incoming.verizon.net
Incoming Server Port Numbers: 995
Outgoing mail server (SMTP): outgoing.verizon.net
Outgoing Server Port Numbers: 465  Why is this important?
Your Verizon Online user name - try it with the @verizon.net part first, if that doesn't work just use what is before it.
Your Verizon Online password - be absolutely sure it is correct
Make sure "This server requires a secure connection (SSL)" is checked.
