Right now, there is no way to upload and access photos in iCloud. You need to import them to a computer if you want to be able to retrieve them later:

    No.  If you delete them from your device, they will be deleted from iCloud.  To keep them, import them from your camera roll to your computer as explained here: iOS: Import personal photos and videos from iOS devices to your computer.  You will get an option to delete them after they are imported.  If you have photo stream photos that you want to keep, save them to your camera roll so they can be imported too.

    There is nothing to help with.  There is no way to view the pictures in PhotoStream from the iCloud website.

    Not photos, just data synced with iCloud shown in Settings>iCloud.  If you don't have sufficient storage to back up to iCloud, back up to your computer instead using iTunes (connect you phone to your computer, open iTunes, click on the name of your phone in iTunes, go to ths Summary tab of your iTunes sync settings and click Back Up Now).  Also transfer your purchases to your iTunes library (connect your phone to your computer, open iTunes and go to File>Devices>Transfer Purchases). If you have photo stream photos older than 30 days tha you wan to save, save these to your camera roll before backing up (tap Select, tap the photos, tap the share icon -- box with upward facing arrow, then tap Save to Camera Roll).
    When setting up your new phone, when given the option choose Restore from iTunes Backup and restore the backup you made earlier.

    They don't exist in iCloud.
    iCloud is Apple's service for backups and App data storage / syncing.
    Purchased Apps, when removed from the iPad will still appear in your Purchased history, and you can still download them from "the" cloud which is just a generic term for Apple's App servers.
    Purchased Apps can de re-downloaded for free from the "cloud".  To allow you to do this Apple keeps a historic list of all your purchases so you can download them again should you ever need to without charging you again for them.
    This has nothing to do with the iCloud service you can choose not to use. For Calendars, Notes etc...
    It is independent un unrelated.

    iCloud provides a simple gallery in the form of 'Photo Journal' - uploading of photos from iPhoto to web pages hosted on iCloud, but only from iOS devices; and the photos are compressed to a size adequate for online viewing but are not available in full resolution as with the old MobileMe Gallery. Apple have provided a sample album here.

    If the latest backup does not include the video, then it won't be restored if you restore from that backup.  Technically, there should be around 3 backups maintained in icloud, but many users find that they have one one choice to make (the latest backup) when they perform a restore from icloud. 
    Like photos, video should always be synced to a computer for archiving.  If you've done that, then you should be able to find it on your computer.

    At the present time, the only way to clear that is to restore the phone as new.  Perhaps a future iOS update will give us the option to clear that cache.

    They will be erased.  The backup only includes the data (and photos) on the iPad at the time of the backup.  To keep your photos permanently, import them to your computer as explained here before deleting them: http://support.apple.com/kb/HT4083.

    I want to clear some space on my Mac since it is filling up and I don't have much room left on it. I want to delete all my songs from my "Downloads" folder and then delete them from my "Trash" to free up space however, I'm worried that if I do this then iTunes will not play any of the songs I deleted.

    All tracks in iTunes (if you use default settings) should be in various artist and album folders in the main media folder in the iTunes folder. You can right click a track to reveal its location in Finder.  If there's a copy there then it doesn't really matter what you do with other copies.
    I have never downloaded from iTunes but I thought it placed files directly in the correct locations, or is this some other downloads folder to which you are referring?
    Normally if you download a file from another source and add it to iTunes by dragging it there, or using the Add To menu item, it places a copy of the file in iTunes.  You can discard the original, but if you're concerned you can check which copy iTunes is actually using as above.

    One option is to turn on iCloud Photo Library on the phone and go to Settings > iCloud > Photos and turn on "Optimize iPhone Storage." Then you don't delete the photo from the phone but it does occupy significantly less space. More information in iCloud Photo Library FAQ - Apple Support

    This happens if the file is no longer where iTunes expects to find it. Possible causes are that you or some third party tool has moved, renamed or deleted the file, or that the drive it lives on has had a change of drive letter. It is also possible that iTunes has changed from expecting the files to be in the pre-iTunes 9 layout to post-iTunes 9 layout,or vice-versa, and so is looking in slightly the wrong place.
    Select a track with an exclamation mark, use Ctrl-I to get info, then cancel when asked to try to locate the track. Look on the summary tab for the location that iTunes thinks the file should be. Now take a look around your hard drive(s). Hopefully you can locate the track in question. If a section of your library has simply been moved, or a drive letter has changed, it should be possible to reverse the actions.
    Alternatively, as long as you can find a location holding the missing files, then you should be able to use my FindTracks script to reconnect them to iTunes.
    If, on the otherhand, you've been cleaning up your media from Explorer rather than iTunes and just want to eliminate the now broken links, use Tunes Folder Watch with its option to check for dead tracks on startup.

    If you delete the backups it will not delete any content from their device, however the data will be removed from iCloud.
    It will also prevent the devices from backing up to iCloud in future, unless this is re-enabled.
