I try buying something in game of war fire age but I never get it in game. Help?

So here's the scenario: I load 30 dollars on my account to buy something that is on sale for 20 dollars plus tax in the game "Game of War - Fire Age." It shows that I purchased the item in my purchase history, but when I check in-game nothing shows up. I contacted machine zone and they told me the "can't see your billing information" therefore not answering my question as to why I didn't get the items. They also said mail apple who said they don't control what apps do. All I got was a refund and when I tried purchasing again the same thing happened. I need to do his fast as this is a package on sale. Please help me fast!
I have an iPhone 5S running on iOS 7.0.1 if that helps.

however i do not know how they are downloading apps as my credit card details need verification when i download anything , any help would be much appreciated.

My iTunes account has been hacked via Canada according to an email from apple some one in china tried a few weeks ago but failed.
I changed my password a couple time now but it seems that someone has hacked it and downloaded a free game called "game of war fire age" as I said its a free game but the in app purchases can be up to £69.99 per purchase of gold?
This is a worrying thought that my account has been compromised and I am unsure of what to do about it.
I would like to open a new account but would I be able to transfer all my purchases over to a new account any advice is welcome many thanks for your time.

Why can I not make any in app purchases? The two games I have tried are game of war fire age and candy crush. They both tell me that my device cannot connect to iTunes. I've tried on my iPhone 5s as well as my iPad mini2.

I've tried restarting both devices, I've reinstalled the apps, I've reset both devices, I've logged out and back in, and I've tried on both wifi and cellular. Any help would be appreciated.

Also, I have purchased other apps and music on iTunes since the problem started.

Additonally, at this point I really want to talk to someone who cares about how a customer like I might feel in such a situation and when I call corporate would like to talk to someone who is interested in hearing my input as it really sucks to think I really don't feel like going to the store anymore and would rather just buy stuff on amazon or newegg these days instead;/ When I know how much i used to enjoy going into the store and getting friendly with kind staff who worked with me to get the best deal on the items I got--perhaps this was because it was at a more desperate time when Best Buys fate as a company was more precarious prior to price matching taking origin. Also, on an aside, would like to add that obviously there is always the one or two people who go out of their way to make sure you have an excellent expeirenece so I am not trying to make any sweeping generalizations here. In fact, I find the forum contributors to be among the most kind and helpful, but that might be because they don't have to deal with the now seemingly dreaded "pricematch" epidemic;D
