I've been concerned for sometime about the amount of information that autofills on forms but failed to find security settings to prevent this. Today I find that not only my credit card number but also my credit card security number was there for autofill on a website that I was using for a purchase. I don't think I have ever used that site before but I believe it to be safe.

If you want to clean your browser's previous remembered private data. You can just follow these steps:
# Click "Tools" in the menu bar
# Choose "Options".
# Turn to the "Security" tab
# You can cancel the tick in front of "Remember website passwords".
# Then click the "Saved websit passwords" button, and then click the "Remove all" button.

Reset ( No Data will be Lost )
Press and Hold the Sleep/Wake Button and the Home Button at the Same Time...
Wait for the Apple logo to Appear...
Usually takes about 15 - 20 Seconds... ( But can take Longer...)
Release the Buttons..
If no joy...
Reset all settings
Settings > General > Reset > Reset all Settings.
This will return all iDevice settings to factory defaults... you will not lose any data.... But you will have to re-enter all of the device settings.

The credit card used is that registered in the iTunes Store. Open the Store and go to your account. Click 'edit' next to 'payment details' and amend the card details if necessary.

Since you seem to have tried mostly everything, apart from exchanging the motherboard, I'd say you have at least one option left, and that's to reinstall Windows from the recovery partition / recovery discs. That might solve the problem, if this is due to a software-error. General updates etc. might not work to fix such problems, but a clean install should.
If that doesn't help, I'd say the problem is somewhere either with the CPU or the motherboard, maybe bad connections or some sort of malfunction that prevents the computer from coming out of the 100% CPU usage.

Go to Apple logo (top left) > App Store > Store (Top row of options) > view my account > log in > then edit the details.

Just go and buy an iTunes gift card at any store in your country.
Then follow all the steps you did, but when it asks you for the credit card number, there shoujld be a GIFT CARD option which will let you load your account witht eh funds form the gift card without providing a credit/debit card #.

Welcome to the Apple Community.
iTunes and iCloud are different accounts. You can both use the same ID for the store login and share your music etc., and use different ID's to log in to iCloud, thereby keeping your calendars etc separate.

I had to cancel my credit card that is registered to my iTunes account, I have a new activated working credit card that I'm trying to apply to the account. When I do it tells me my card is invalid. So now I can't even download free games. Help!!

If you still have your old card listed on your account then try selecting the 'none' option and remove it and then try entering the card's details from scratch. If that doesn't work then what is the full error message that you are getting, and the card is registered to the same name and address (including format and spacing) that you have on your iTunes account ?

You can not merge accounts.
Apps are tied to the Apple ID used to download them, you can not transfer them.
