To change the iCloud ID on your device you have to go to Settings>iCloud, tap Delete Account, then sign back in with the new ID.
If you are changing to a different iCloud account and need to migrate your data to this new account, when you are prompted about what to do with the iCloud data be sure to select Keep On My iPad. Then when you sign into the new account, when prompted choose Merge. This will upload the data to the new account.

No, it does not change automatically. For starters, go to Settings> iTunes & App Store>Apple ID. Sign out of the old ID and sign in with the changed ID. That will allow you to start downloading content and updating apps again.

you have to go into Settings > Store > Apple ID: (your old ID should be there) Click on the old ID. Sign out. Then Sign in with your new ID.

In order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
When you delete your account, all the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again.

You have to sign out completely and then sign back in.
On a Mac, System Preferences>iCloud and click 'Sign out'.
On an iOS device, Settings>iCloud and click 'Delete account' (this will not delete the account from the server).
Your synced data will disappear from your devices when you sign out, but reappear when you sign back in (give it time).

In order to sign out of your iCloud account that had a ID change, you would need to change the account back to the original. The reason for that is probably due to the Find my device feature and it needs to verify and if that iCloud account does not exist because of the name change and you cannot sign out. Changing it back is pretty easy and should not ask you to verify but once you change it and sign out, you can change it back to what you want it to be. Then change your Apple ID back to the old ID, then delete the account. Once done, change your ID to your new one.

In order to change your Apple ID or password for your iCloud account on your computer, you need to sign out of the account from your computer first, then sign back in using your updated details. (System Preferences > iCloud, click the sign out button)

As long as you changed it from the manage account option at https://appleid.apple.com/ (ie. replaced the primary email address with a new one), then all your old purchases should be fine.
