like roaminggnome said you should see your contacts again once you sync with iTunes. if you used iCloud before, make sure contact sync is turned on and your contacts should be back.

Are your contacts still on your computer? If yes, set one contact up on the phone and sync it, you'll get the option to merge data.
If there are no more contacts on the computer, see if your latest backup still has the info, if you did not sync after you lose the info, they are still part of the backup.

Try this - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. Which photos? If the missing photos were synced to the iPod then you have to get them from where you got them the first time. Synced photos are not in the backup that iTunes makes.

As Ocean20 say, your only shot at recovering the photos and data is to restore from a backup (with iTunes if you took the backup with iTunes, through iCloud if you took the backup through iCloud).
The erasure is to prevent your data from falling into the hands of somebody who takes your phone and eventually guesses your password. If you feel that the inconvenience caused by this feature and your friend outweighs the trouble that somebody could cause if they got possession of your contacts and other data, you can change this behaviour.
Settings > General > Passcode Lock > Erase Data > OFF

Try restoring the backup again. Your apps and other purchased media should have been restored from your backup if they were on your old phone when you backed it up.

The photo sync is one way - computer to ipad.
You can transfer itunes purchases. Without syncing: File>Transfer Purchases
Copy everything from your backup copy of your old computer to your new one.
