Fisrtly, I would like to explain about my problem. I updated the iTunes after that, when I connect with USB. It is saying, there is no SIM card installed the iPhone you are attempting to active.
And next message says, please disconnect and insert a SIM card in the iPhone, but I tried by different SIM cards.
The slit is ok as well; I think something wrong with this iTunes I updated, because this is not my first time.
I would like you give me some information about it, what should I do?

Authorized reseller or not, it's a gray market phone that must have been bought in the US and shipped to Saudi Arabia. Are you sure it was an authorized iPhone reseller, or was it a general Apple reseller who is not authorized to sell iPhones? Whatever it was, they are violating their agreement with Apple, and, as the phone has FaceTime on it, they are violating KSA law.
However, the good news is that it will work if you remove the Verizon SIM and insert a local SIM - unless they phone is actually a used phone that is locked to some other former owner. Basic troubleshooting from the User's Guide is reset, restart, restore (first from backup then as new). Try each of these in order until the issue is resolved.
If the issue continues, take the device to Apple for evaluation and possible replacement.

I sloved this issue by resting my phone from settings>general>reset>reset all settings...the problem will be fixed

You buy one and only one download.
It is your responsibility to move/copy/backup your music.
Certainly you did not update your ipod without making sure that you had transferred anything purchased on the ipod to your computer and included it in your regular backup copy of your computer.

If your computer is running an OS X prior to Snow Leopard 10.6,
the answer (if it is an Intel-based Mac; not old PowerPC model)
would be to buy the retail Snow Leopard 10.6 DVD from Apple
for about $20, and install it. Then update that to 10.6.8 by using
the installed Snow Leopard online to get Combo Update v1.1 for
Snow Leopard 10.6.8. After that is installed & updated, run the
system's Software Update again, to see what else is available to
that system.
Later systems can then be looked into at Mac App Store, once
the computer is running Snow Leopard 10.6.8.
And if your computer is a Power PC (G4/G5, etc) and has no
Core2Duo kind of CPU -- See "About this Mac" in apple menu
to disclose the general info about your Mac. Also you can see
even more by clicking on "More Info" when looking in there...
If it isn't an Intel-based Mac, it can't run a system past 10.5.8.

How to solve the device do not show at the itune after the update thru itune.
Now the ipad mini keep show the screen on "USB syr to itune"

Try and turn off iPad and proceed to step 3 of Recovery Mode.
Recovery Mode
1. Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to turn off.
3.While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
4. Continue holding the Home button until you see the "Connect to iTunes" screen. When this screen appears, release the Home button. iTunes should alert you that it has detected a device in recovery mode. Click OK, and then click Restore to restore the device.
Note: Data will be lost. You may have to repeat the above many times.

I can tell you that this is some of the absolutely worst customer service I have ever dealt with. I found out from a store employee that when they are really busy with calls, they have third party companies taking overflow calls. One of those companies is Xerox. What can a Xerox call center rep possibly be able to authorize on a Verizon account? I'm Sure there is a ton of misinformation out there due to this. They don't note the accounts properly or so everyone can see them. I have been transferred before and have asked if they work for Verizon or a third party also and was refused an answer so, apparently they aren't required to disclose that information. I spent a long time in the store on my last visit and it's not just customers that get the runaround. It happens to the store employees as well and it's beyond frustrating.

One possibility, is a strange occurence when applying the big 10.5.8 combo, most people have to Repair Permissions twice in a row, then reboot.

Take each of the following steps that you haven't already tried, until the problem is resolved. Some of these steps are only possible if you have control over the wireless router.
Step 1
Turn Wi-Fi off and back on.
Step 2
Restart the router and the computer. Many problems are solved that way.
Step 3
Change the name of the wireless network, if applicable, to eliminate any characters other than letters and digits. You do that on your router via its web page, if it's not an Apple device, or via AirPort Utility, if it is an Apple device.
Step 4
Run the Network Diagnostics assistant.
Step 5
In OS X 10.8.4 or later, run Wireless Diagnostics and fix the issues listed in the Summary, if any.
Step 6
Back up all data before proceeding.
Launch the Keychain Access application in any of the following ways:
☞ Enter the first few letters of its name into a Spotlight search. Select it in the results (it should be at the top.)
☞ In the Finder, select Go ▹ Utilities from the menu bar, or press the key combination shift-command-U. The application is in the folder that opens.
☞ Open LaunchPad. Click Utilities, then Keychain Access in the icon grid.
Enter the name of your wireless network in the search box. You should have one or more "AirPort network password" items with that name. Make a note of the name and password, then delete all the items. Quit Keychain Access. Turn Wi-Fi off and then back on. Reconnect to the network.

Reset the System Management Controller (SMC).
