I updated to iOS 7.0.4 and on completion it asked me to plug into iTunes, why?

I downloaded the new iOS 7.0.4 update to my iPhone 4S and on completion it is asking me to plug into iTunes! Why??

Not clear what you mean by "on completion" or how you are being "asked to" connect to iTunes. 
Usually this means that the update failed, with the phone crashing and entering recovery mode, requiring that you restore it using iTunes.  There are many reasons for this, the most common being that the phone was previously jailbroken.
