I upgraded IPad to IOS7.0.4 and Itunes to 11.1.3.8, now sync will not work

I upgraded all 5 of our IPad Minis to IOS 7.0.4 and the Ituens to 11.1.3.8 and now I am unable to sync any movies, TV Shows, or Music to any of the devices.  Itunes says its updated and that they are synced, but when I try to go to them on the pad, there is only the ICloud version available for those I have purchased through ITunes.
I am not even able to "Share" My Itunes Library through the WiFi in the house.  The only thing that is working is my AppleTV.
I have tried rebooting PC.  I have rebooted IPad's.  I have restarted ITunes.  I have verified access and restrictions.  Nothing works.
The only thing that I have not tried is resetting the Pads.  But I will say if I have to reset 5 IPads, 2 IPhones, 3 IPods and 2 AppleTV's every time an update is issued, I can tell you, I will seriously consider moving to another platform.  I moved to apple for the theory of simplicity, they are almost as bad as Microsoft at this point.
Does anyone have any ideas?

Finally, here is what I will have to do with 4 more IPad's, 3 IPods and I am not even updating the phones.
I had to connect the Pad to ITunes and let it do its thing.  Because of whatever the error is, it take upto 20 minutes for it to finally get all the steps completed.  I then have to go into the Summary section and tell it under the IPad Mini Section (NOT the BACKUP section) and tell it to do a Restore.  I then have to wait for it to take over 30 minutes for it to kill the current setup and reboot.  Once it finally reboots I have to go into setup and tell it to setup as an already known Pad configuration.  This helps, but then I have to wait another 20 minutes till however long for it to install the media that it shows as part of the install.  The reason I say however long is because if I only had about 5 Gig of media on there at the time.  If I had it anywhere near full it would take much longer.
Then, at that point I can finally make changes to the media.
I also verified something else.  The only other thing that they all had in common was they were all trying to download a movie I recently purchased.  It was fairly large so I wondered if size was an issue or if maybe it was corrupted.  I deleted it from ITunes and the CPU.  Still had the problem.
This is the third update from apple I have had to do this.  It is getting very old.  I left the MS platform for the same reason.  I dont have the time to spend fixing crap that Apple "Genious'" get paid to supposedly fix. 
I appreciate the sugestion on the Hard Boot Process.  I will try that sooner next time, but I am a bit frustrated with Apple at this point.  Its no wonder they are loosing market shares.
