Correct. Apple quietly removed the ability to use debit cards some time ago:

Shopping the App Store requires an iTunes Store account. When you create an iTunes Store account, you must provide a payment method for your purchase. The available payment methods vary by country, but typically you can use credit cards, gift cards, store credit, or PayPal.
The iTunes Store Terms and Conditions also mentions credit cards only, not debit cards.

HT201209 I am trying to make a purchase on iTunes with a gift card but it is not allowing me to because it wants to use my credit/debit card which I know have no funds in. My iTunes account has $30 on it but won't work as wants to use credit card.

My itunes account will not let me use my $30 credit which is loaded on. It wants to use my credit card which I've previously used but which now has been cancelled. I've gone into manage my account and tried to find where to de select credit card but there is no 'none' button. I now can't purchase from itunes.

I had a similar problem, except my phone was a new IPhone 5s, and it was my first purchase. I simply put money into my credit card account (only $2), and gave them my credit card details in the payment info section. I then tried purchasing again and it worked using the gift card I had previously redeemed, maybe they just need to know that if it doesn't work there's enough money on your card, as a guarantee.

The debit card must be the type of debit card that can also be used as a credit card and contains one of the logos listed in that article (Visa, Mastercard, American Express, etc.). Otherwise, that would be correct.
Having familiarity with the message the OP is receiving, he/she can contact the iTunes Store directly to inquire about why the message is being received, and they may be able to provide some clarification on what is going on. In the meantime, a different card that has one of those logos that is applicable for their country of residence will have to be used.
If the message says something alone the lines of "your credit card was declined," it would be an issue that would have to be resolved by the financial institution instead.

You can't tell which device a purhcase was made on, but if your family members each have their own iTunes account to which your card is linked then you can check the purchase history on each of those accounts via the Store > View Account menu option on your computer's iTunes - that should have 'purchase history' section with a 'see all' link to the right of it

I am trying to buy some apps through app world. I have paypal account but whenever I try to buy something. I am getting this error:
your transaction was not processed. Please try your purchase again. (Error Id: 30261)
I found this post which explains how to solve to above error. I will try this later because I have something to say in this post.
what I am trying to ask in this post is why can't I purchase apps using my Debit card? I can see only two options which are Credit card and Paypal. That is honestly very limited options for a world wide device managing company like Blackberry.
I live in India and honestly there are many features of Blackberry that make me say WTF..?
I will list out some of those WTF features here:
Low Battery life (1230 mAh) - Honestly, making the mobile somewhat thicker to have a good battery life would have been better.
Can't use my Network providing internet, which is cheap, on my Mobile.
Even if I have BIS, I can't access that internet to my laptop. I need to have additional network internet also.
Only two options to purchase any app i.e credit card or paypal. what for the users who don't have those two? (if you guys are planning to have your customers just rich fellows then don't launch in middle class people's market).
Man, I am really **bleep** off.. I don't even know whom to say this.. my friends just listen and laugh.
Please just tell me whether I can purchase from debit card or not?
PS: Apart from the above WTF features, I love my BB torch 9860 because of its design and ofcourse motion sensor. Many times it runs out of battery and I just see that blank displayed mobile to feel the beautiful design. (Expecting an update soon to fix the battery life bug)

Payment for app purchases is based on many factors, very few of them controlled by BlackBerry. If BlackBerry had its way, you'd be able to walk into your local corner store and purchase an app with cash. Many factors, including government restrictions, decide how you can pay.
As an example, here in Canada I can put an app purchase right on my monthly cell bill with my carrier, Rogers. That's because BlackBerry offers that service in Canada, it's approved by the government and Rogers supports it. As I said, if BlackBerry could do that for every carrier in the world, it would.

Why can't I just use my debit card for adding my child to family share?!

I want to use my child on family share but can't because I don't need or want a credit card, my bank has fraud protection, who actually just called me about fraud because I purchased the newest iPhone! I don't like credit cards. Why can't I just use my debit card as usual? Kids can get credit cards just as easily as they can debit cards! This is ridiculous. Why isn't there another option to verify I am the parent?! I am so beyond angry right now. Like I am being punished for not owning a credit card!! Otherwise there will be another way to do this. A person should have the freedom to use their chosen form of payment without missing out on all the options available. Honestly even if I wanted a credit card I haven't enough credit because of past mistakes. So this is not making me happy at all.

I feel your pain. We refuse to have credit cards, too; yet it's required in order to create a child's apple id. I will most definitely be leaving feedback with Apple. This is absolutely ridiculous that we can't just use our debit cards! Mine is a VISA. I use it to make CREDIT CARD transactions everywhere else, why not be able to use it the same way here!?
I just had to restore my sons phone because he forgot his 4-digit password and got it disabled. I didn't have it already on my itunes so my only option was to restore it. I wanted to create his own apple id so he didn't have to keep using mine. Because every time he downloads a new game it automatically ends up on MY device as well, not just his. Anyway, he needs his own apple id. But, apparently, that won't be happening until Apple gets their heads out of their butts and figures out how to serve ALL of their customers!

I am an adult parent with 3 kids and trying to set up family sharing. The process requires that I use a credit card to verify my age, but I don't use credit cards (purposefully) so I entered my bank debit card. It says I can't use a debit card, it must be a credit card. That is ridiculous, a bank card should be better proof than a credit card, and many people I know do not use credit cards purposefully. So it isn't letting me approve and pay for my children's account purchases. There must be a way to do this without needing to use a credit card.

Whether you can use a debit card depends upon what country that you are in, have you tried adding it to your account to see if it's accepted ? If not then are iTunes gift cards available in your country so that you can use them as your payment method - they are not available in all countries and they are country-specific, they can only be redeemed and used in their country of issue.

I think it has to do with the way that you order thru ATT. When you order, they put a hold on your account for the purchase amount. In 3-5 days( for PNC) when PNC doesn't see the purchase go thru, they release the funds. ATT will take the money when your phone ships. If you go to the Apple store, they don't take a deposit. They put your name on the priority list and you only give your card when you pick your phone up.
