I've restored my desktop to factory settings and now it's stuck in a restarting loop. Help?

I restored my HP desktop to factory settings and it seemed like it worked, but it asked if I wanted to restart the computer so I clicked yes. Now it cycles through the restarting process and won't stop. I've tried unplugging it and plugging it back in, and a bunch of other things and nothing is working. What do I do?

Hello amandandye, Can you advise how you restored your system? Did you use the HP Recovery Restore Disk set or the F-11 method at the bootup of the system.
If you used the HP Recovery Restore Disk set, did you remove the last disk from the optical drive?
