That depends. Did you purchase an unlocked phone? If so, you should be able to use it with any compatible GSM carrier, though it won't work on LTE networks outside of North America.

Apple does not unlock phones. Only the carrier the phone is locked to can unlock it. Where did you purchase this phone that you have no idea who it is locked to? You can call Apple Care and they can tell you who the device is locked to, if you are referring to a carrier lock. If you are referring to an Activation Lock, then no one here, nor even Apple can assist you with that. You would need the Apple ID and password for the original owner of the device to get passed Activation Lock.

The 3GS can be upgraded to iOS 6.1.3 and Skype requires iOS 5.0 or later so yes you will be able to use Skype on that phone

I've done all that it says in the documment i was following, and them during the process it asked me the APPLE ID.

Bought iPhone 5 w/ different line, want to activate it on my line

I pre-ordered an iPhone 5 for myself from Apple's website using my fathers #, because he has the upgrade on our family plan. However, I want to activate the phone on my own line, not his. How would I go about doing this? Will I run into fee's/charges for doing it this way? I tried to transfer upgrades on the Verizon site here, but it wouldn't stick. Thanks

you just call verizion and tell them you want to activate it on the line you want to activate it on.. people say do not turn it on before you do that or you will have to go to a verizon store to get a new sim card. (but others have said thats not the case including vzw people on this board)

99.9% of the time, the cause of this issue is the fact the phone was jailbroken/hacked to unlock it for use on networks other than the network the phone was originally locked to. Apple maintains a database of officially unlocked iPhones, and when Apple's servers detect phones such as yours, activation stops & you get the message you got.
So, you need to get a sim card from the carrier the phone was originally locked to, or get it officially unlocked, if you want to activate it. Because it appears that it was not officially unlocked.

If you are saying it is locked to AT&T again then you will need to contact AT&T and see if you qualify for an unlock.

Possible causes:
1. Your antivirus is blocking access to gs.apple.com.
2. Your phone is jailbroken.
3. Your computer has been used at some time in the past to jaibreak some iOS device (not necessarily the phone with the problem), and its network database was corrupted by the hacking software that was used.
4. Apple's activation servers are down (very rare, and never for more than an hour or so).
For 1. try disabling your antivirus.
For 2. & 3. you need to go somewhere other than an apple forum for help. Although you can try deleting lines containing gs.apple.com from your "hosts" file on your computer.
