Will an iPhone 5s work in Europe when bought in US? And if so, do I need to do anything?

First of all, Apple won't ship outside of the US, & to purchase anything from Apple's web site, in the US, requires a verified billing address in the US, & the item/items will only be shipped to a US address.
If officially unlocked(only sold by Apple in the US), yes the phone will work in Europe, but will not support LTE in Europe, & your warranty/support will only be valid in the US. By the time you pay taxes & import duties, you most likely won't save any money, either.
Still seem like a good idea?

No, you can't do what you want. Apple will only ship a US iPhone to a verified billing/shipping address in the US.

The A1533 model is sold only in the US, Canada and Puerto Rico. You will not be able to get that model in the UK.

I dont know if you know the procedure in Canada and Turkey. Wind mobile wasnt supporting Iphones until they decided to let people use Iphone 5s with their $40 plan.And as i know, Turkey is the only country that asks you to register the imei on your passport to use it. So, most of people did not know it. so procedures are changing country by country. What is the newest version and what do I need to look out for. I currently have service through at&t but may be changing over to alltel. Will the phone work with both companies?

The iPhone is a GSM phone and works on GSM networks only - which is the worldwide standard - GSM networks dominate the overall worldwide market by a significant margin.
Alltel has a CDMA network and requires a CDMA phone. The iPhone is not compatible with CDMA networks. CDMA phones do not have a SIM card.
An unlocked iPhone - which can be used with a SIM card from any GSM network provider, is not covered under Apple's warranty. Unlocking an iPhone voids the warranty and eliminates any support from Apple.

As long as you buy from an Apple retail Store (Apple owned ) an unlocked iPhone 4S it will work on GSM services worldwide

I tried upgrading to leopard, even bought the software and brought it home but it wouldn't let me. So i went back to apple, gave them the specifications of the machine and been told my machine is simply too old for leopard. This is incredible to me because it really isn't THAT old (i think just a little over 6 years maybe) and yet i'm left out on the curb when it comes to using newer apple products. I understand technology moves on but the mindset that i am supposed to dump a perfectly working machine after a couple of years or face not being able to use any other apple product is counter to what thought apple was about.
