You can ONLY buy fro the itunes store of your country of residence and ONLY while inside the borders of that country.
You CANNOT buy from another country's itunes store.

If the phone is unlocked then you can use it in India.
If your phone is locked, then the only way to get the phone unlocked is to contact your phone company/carrier. The person that sold you the phone in Saudi should have told you whether it was locked or unlocked. Contact them to check and then contact the carrier to have it unlocked if it is locked.
Other than that there is not a lot that you can do - perhaps it was unwise to purchase a phone in Saudi - it won't have Facetime on it if you got it there.

Only the carrier to whom the device is locked can authorize it's unlocking. Contact the carrier to see if they offer unlocking and if you qualify.

There is no other solution - as you have already been told, if you don't have that user id and you cannot contact the previous owner of that id for the phone, then there is absolutely nothing that you can do. You have a useless brick that you can't use.

You can only buy from your own country's store, to be able to buy from the US store you need a valid billing address in the US and be in the US when buying from it. If you purchase the phone at the full contract price and have no term left on your carrier contract, the carrier will unlock it for you. That's what I am doing with AT&T. I'll pay the full purchase price for the phone and since I don't have a contract with them, they will unlock it for you. It can be difficult to get it done since most of their customer service is very ill informed but I have had many discussions with them on their chat that I have records of them stating they will unlock any phone if you do not have an existing contract. It's the law.
