The reset link will only show if you have a rescue email address on your account (an alternate email address is different). If you don't have one (you won't be able to add one until you can answer your questions) then you will have to contact Support in your country to get the questions reset.
How are you trying to contact Support ? You should be able to do so via the following :
Contacting Apple about account security : Contact Apple for help with Apple ID account security
Or if your country isn't on that page then use this form : https://ssl.apple.com/emea/support/itunes/contact.html
When they've been reset you can then add a rescue email address for potential future use : Manage your Apple ID primary, rescue, alternate, and notification email addresses
Or if it's available in your country you could change to 2-step verification : Frequently asked questions about two-step verification for Apple ID

So, I made my account a while ago before I had an iPhone so I can get music. The result of that I can't remember my security questions, and it tells me to send a rescue email an alert, but it doesn't show you how to get to that page. I am getting quite annoyed because apples hours arent the best fitted to my scedule since I have school and work, so I cant call and ask how to get fixed. Start here (change country if necessary) and navigate to 'Password and Security', reset your security questions using the link provided, you will receive an email to your rescue address, use the link in the email and reset your security questions.
If that doesn't help, you don't receive a reset email or you don't have a rescue address, you should contact AppleCare who will initially try to assist you with a reset email or if unsuccessful will pass you to the security team to reset your security questions for you.
If you are in a region that doesn't have international telephone support try contacting Apple through iTunes Store Support. -

If you don't see the 'send reset info' button on the page where you can change them then I assume that you don't have a rescue email address (which is not the same thing as an alternate email address) set up on your account. As you won't be able to add one until you can answer 2 of your questions, you will need to contact iTunes Support or Apple to get the questions reset. You could try contacting iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management , and then try Apple ID Account Security

If you have a rescue email address set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address set up then go to Express Lane and select 'iTunes' from the list of 'products' in the middle of the screen.
Then select 'iTunes Store', and on the next screen select 'Account Management'
Next choose 'iTunes Store Account Questions' or 'iTunes Store account security' (it appears to vary by country) and fill in that you'd like your security questions/answers reset.
You should get an email reply within about 24 hours (and check your Spam folder as well as your Inbox).

to send a rescue email, you need to have set a secondary email. if you did, then check that secondary account. if you didn't, contact apple support to ask them to recover it.
