How are you trying to change it ? If you have a rescue email address (which is not the same thing as an alternate email address) on your account then the steps on this page will give you a reset link on your account : If you forgot the answers to your Apple ID security questions
- if you only have one question on your account then the instructions on that page should be able to change it
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact Support in your country to get the questions reset : Apple ID: Contacting Apple for help with Apple ID account security

If you aren't getting the reset link on the Password & Security section of your account on http://appleid.apple.com then that means that you don't have a rescue email address on your account (an alternate email address is different), and you won't be able to add one until you can answer your questions - you will have to contact Support in your country to get the questions reset.

Normally you need to call Apple Care for the country where the ID is located. You have changed countries and complicated it by making a new ID. I don't know what to suggest beyond calling Apple Care for Italy and asking them to help you recover the old ID.

1. First, go to http://appleid.apple.com. Underneath where it says "Already have an Apple ID?," click Manage your Account. You will then need to sign in. If you forgot your Apple ID or password, click on the appropriate "Forgot..." link below either of these fields.

If you are unable to remember your password, security questions, don’t have access to your rescue address or are unable to reset your password for whatever reason, your only option is to contact AppleCare, upon speaking to an operator you should explain that your problem is related to your Apple ID, this way you will not be charged for assistance, even if you don’t have an AppleCare plan.
The operator will take you through some steps you may have already tried, however they need to be sure they have exhausted all usual approaches before trying to reset your account, so you should try to be helpful and show patience with the procedure.
The operator will need to verify they are speaking to the account holder and may ask you some questions that only the account holder could know, and you will need to answer them if the process is to proceed.
Once the operator has verified your identity they will send a message through to your device which contains an alpha numeric code, which you will need to read back to them.
Once this has been completed they will send an email to your iCloud email address after a period of 24 hours, so you should check that mail is enabled in your devices iCloud settings.
Upon receipt of the email, use the reset link provided to reset your password, after which you should be able to make the adjustments to iCloud that you wish to do.

The 'send reset info' only shows if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account. The page that you posted from tells you how to reset them i.e. if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then steps 1 to 5 half-way down that page should let you reset them.
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset.

You need to ask Apple to reset your security questions; this can be done by clicking here and picking a method, or if your country isn't listed, filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.
