I want to delete a itunes card number off a old acount

i want to take a itunes card number and put it on my other acount

You can use the same credit card on more than one account.
If you have any apps purchased with the old account you need a valid payment method in that account to update apps purchased with that account.
If you really want to delete the  CC from the old account contact iTunes.
