You need to contact the cell carrier it is locked with. If you don't know the carrier call AppleCare and give them the model and serial number.

Sorry, downgrading the iOS is not supported by Apple, thus there is no official way to do so. Your phone was re-locked to the carrier it was originally locked to because you hacked it to unlock it. Apple's servers detected such & re-locked your phone. You need to contact the carrier your phone is locked to if you want to get it officially unlocked.

Contact the carrier it is locked to. Assuming it is locked to AT&T, and you are/were actually an AT&T customer who either fulfilled your contract or paid the early termination fee (or purchase a no commitment phone), then you can have it unlocked.
If you are/were not an AT&T customer, they will not unlock it. The phone is useless to you. Sell it and buy one in the UK.
If it is a Verizon or Sprint phone, just sell it. You can't use it at all. Those are CDMA phones and will not work on a GSM network.

There is no such thing as a Sprint/Virgin phone. It's either a Sprint phone, or a Virgin phone.
If it's a Sprint phone, and you are a Sprint customer in good standing, then contact Sprint. They can unlock it for use on non US carriers.
If it is not a Sprint phone or you do not meet Sprint's conditions for unlocking, or your intent is to use it on a different US carrier, you may as well sell it. Virgin in the US does not offer unlocking.

Only the carrier the phone is locked to can authorize the unlock. You will need to contact Vodafone to see if you qualify for an unlock.

Please define "locked". Do you mean you don't know the passcode for the lock screen? Or do you mean that it is carrier locked and will not accept the SIM you're trying to use?

Only the carrier can start the unlock process. You'll need to contact them and give them the details of your phone. If unlocking is supported, they will pass the info to Apple, and after a certain time iTunes will inform you, that your device has been unlocked.

I travel all over the world, and so that is why I need one like that. It is unfair to the consumer, and frankly turning away customers like myself willing to pay high dollar to Apple for their product, who can I speak with to complain about this, because I know their are factory unlocked iPhone 4S' sitting in a warehouse somewhere just waiting to be shipped, and I want one. I know why, cause Apple signed contracts with each carrier so the carrier could increase their sales making customers sign 2 year contracts, I get it, I own my own business, but the delay of releasing factory unlocked ones is just not right and I should be able to buy one without having to buy it over in the UK where it is unlocked when it comes out right away, I should be able to buy it in my own country! These business practices we practice in the US need to stop, their is a demand that needs to be met with consumers like myself who don't need subsidized iPhone's with 2 year contracts with carriers and don't mine paying full price for an unlocked one, it is unethical in a sense, forcing the customer to buy it with a carrier contract and NOT giving the customer the option to buy it full price and own it themselves, OR, making the consumer wait a month for that option to be available. THEY SHOULD BE RELEASED AT THE SAME TIME!!!!!! THAT IS THE RIGHT THING TO DO!!!!!!
Apple can contact me and I will proudly pay for one. But making me wait a month for an unlocked one, puts AT&T, Sprint & Verizon's interests before mine, and that is not right, for it is MY money that keeps you guys in business, so my best interests should come first!!!!!!!!!!!!!!!!!!!

I understand your frustration, but when any form of rationing is required you have to prioritise. The number of unlocked vs packaged phones will be quite small and the number of unlocked buyers wishing to upgrade immediately will be smaller still. Against this you have the corporations sharing $billions between them.
It would, you're correct, have been fairer to release all at the same time, but fairer doesn't come into it: it's business.
