Your iPhone did not just drop your Camera App. Since none of the included apps can be deleted, none of the included apps are available via the iTunes app store as seperate downloads. Not necessary since it is impossible to delete any of the included apps.
Go to Settings > General > Restrictions.
Is Restrictions on?
If so, is Camera turned on as a restriction?
If yes, turn it off.

Contact iTunes Support in the country's store where you have the credit and request that your account be zero balanced. Then you should be able to change the country of your account.

Apple considers jailbreak a misuse of product. Any Apple.com site will refuse to support.
If you bought it with jailbreak intentionally, you made a mistake.
If you found out only after purchase, get your money back by returning it.

Double tap the Home button to bring up the multi-tasking bar...tap & hold any app until they all start to wiggle...tap the red minus sign to remove every app shown. Tap the Home button when finished. Try to delete the app now.

You need to ask Apple to reset your security questions; ways of contacting them include phoning AppleCare and asking for the Account Security team, clicking here and picking a method for your country, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.
