I want to give my iPad to my mom but I don't want it registered in my name. Does it matter if purchased in Canada and going to be used in the US?

This doesn't matter.
1. Open http://supportprofile.apple.com, login with the Apple ID and unregister the device.
2. Open Settings > General > Reset > Erase All Content and Settings.
3. When that finishes, turn off the device

So far Apple has not upgraded the other Mac OS X versions to iCloud. She can manually enter information to be synced in the cloud but that is really tedious.

Go to settings>messages>send and receive at>you can be reached by iMessages at> Uncheck your phone number and you can select your Apple ID emal address if you want to use that for messages.

Settings > iCloud > Find My iPad
Wipe the device:
Settings > General > Reset > Erase All Content & Settings
Remove from your profile here:

Sign in with your Apple ID & password
Select the iPad then Unregister
Your friend can then register it:
http://supportprofile.apple.com
Have him sign in with his Apple ID & password

Apps are linked to the iTunes account id that bought them, not to the device that they are on, and cannot be transferred to another account/user.

The iPad and Mac computers use different operating systems : iOS for iPads (and iPhones and iPod Touches) and OS X for Mac computers. They operate in different ways - Macs have a desktop and a file system, iPads (with the sandboxed iOS) have apps with content stored within the apps (and no file system).

restart will not erase your stuff in the iPad. AS for the problem of taking out yours, you can erase all data on your iPad and set it up as a new device.If you don't have access to iTunes, you can use the following steps to completely erase iPad,
1.Tap Settings.
2.Tap General.
3.Tap Reset.
4.Tap Erase All Content and Settings.
If you want to keep the device in factory condition to your mother, disconnect the device when the restore is completed (when the device displays the "Connect to iTunes" screen). Do not select Set Up As New or Restore from Backup. The new user ,you, can name the device and configure syncing options when you connect it to your computer.

How do i transfer information from one iPad to another as I recently bought a new one and want to give the original to someone else.

The sync should backup the iPad as Fred said but take no chances.
Connect your iPad and let it sync. Then right click on the iPad name on the left side of iTunes under devices and select Transfer Purchases. After that completes, right click on the iPad name again and select Backup. After that completes sync one last time and disconnect the iPad.
When the new iPad arrives, before you connect the iPad - launch iTunes and turn off auto sync. From the menu at the top go to File>Preferences>Devices> and check "Prevent iPods, iPhones and iPads from syncing automatically. Quit iTunes.
Now connect the iPad and launch iTunes and activate the device. Then after setting up the iPad - right click on the iPad name on the left side - select Restore - restore from Backup -the backup of your old iPad. When it finishes - go into each tab in iTunes and make sure that you have everything that you want to put on the iPad selected to sync - by putting a checkmark in all of the headings - Sync Apps, Sync Music, Sync Photos, etc. Then select all of the content that you want in each of those tabs and then sync by selecting Apply in the lower right corner of iTunes.
If you have the opportunity to restore from the backup when going through the activation process- restore then and there. I can't remember if iTunes will ask if you want to restore from the backup but if so - go ahead and do it.
