The Student membership is an annual plan so you'll pay the same price each month for 12 months regardless of when you graduate during that year.

In order to continue to play and sync the music you purchased with your old account, you'll need to authorize your new computer/iTunes library to do so. You can do this by choosing Store -> Authorize This Computer and then entering in your old account credentials.
That's all you should need to. Then just create your own account and start purchasing and using it the same you have with the old one.

I am graduating in June 2015, but I was thinking about purchasing Adobe CC now (February 2015). Will I still be able to pay $19.99 a month until February 2016? Or will I be forced to increase my pay to $49.99 a month after I graduate in June? I am really in need of Photoshop, Illustrator, Premiere, and AfterEffects for my web design projects.

If you use Photoshop at all, you may need to install the latest update to resolve this issue. See this blog post for more information:

If you do not have Photoshop, then try the solution that others have mentioned previously:
Open the Adobe Application Manager (AAM).

If prompted (e.g. you get the trial screen), click "License This Software" and sign in with your Adobe ID.

I had read that downloaded purchases would be available for 3 years but, when I click onto the serial number of that order it isn't active. By clicking onto the link it should take me to the site where I can re download the elements 9 but, it doesn't do anything. Unfortunately calling Adobe did not help, they will not address any elements questions over the phone, there's a recording directing all elements questions to this forum. Check for the latest updates. Installing latest updates should resolve this problem.

There are no upgrades for Student and Teacher Editions. You can continue to use the version you are using, or you can buy CS6 with no special upgrade price, or subscribe to Creative Cloud. However, I believe if you still qualify, you're offered a discount on Creative Cloud.
