You might be able to re-enable it via this page : http://appleid.apple.com, then 'reset your password'
You might then need to log out of your account on your iPad by tapping on your id in Settings > iTunes & App Stores and then log back in so as to 'refresh' the account on it
If that doesn't fix it then you might need to contact iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page

Expired mobile me account always want to reactivate

My mobile me trial account did expired and i do not want to reactivate it.
The allert always coming up every half hour.
If i push "ok" ....it will reactivate which i do not want
If i push "x" ....it showed up every half hour...

TS2446 I need to reactivate my account after being hit by the Towson hack. I might even need to go as far as transfering my my paid for downloads to a new apple id so this towson hack doesn't keep trying to download and charge my account.

Yep I was hit by the Towson hack. One day I got notice I had downloaded some game I've never heard of called Kingdom Quest and immediately I was being hit by $20 charges I wasn't making. Now my problem is that I don't want to buy anything from ITunes ever again but at the same time I have apps I paid good money for that I'd like to at least update. So how do I reactivate my account? I don't mind putting in a $15 Itunes gift card if it will update my apps I've already purchased.

Do this: Open iTunes on a computer (Not on your iPhone) > Store > View my account (and notice the email address next to it, is it correct?, it doesn't matter, go to the next step) > Enter your iTunes password > Payment type,click "edit" > (now look at the email address associated with the Paypal icon, is it correct?, it doesn't matter, go on to the next step) > click the Paypal icon (it will take you to Paypal website) > log into Paypal > click Agree and Continue > make sure it says "You have successfully created a billing agreement." Now go to your iPhone and download an app to make sure everything works correctly again.

Of course you will want to back up through iTunes. Because you're using the same computer and you don't your wife to use a different login, the only other option is that you will need to create a separate user account (in Windows) on that computer, open iTunes, and restore from the back up. The two libraries will be separate through the user profile of Windows. If you had a Mac it would be the same, because you just simply can't have two iTunes libraries coexist under the same user account at the same time.

If the old ID is yours, and if it is an earlier version of your current ID, go to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iDevice, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.

To change it, you have delete the existing account. However you can avoid losing any pictures in the process. To avoid losing photo stream photos, save them to your camera roll (if not already there) before deleting the account. To do this, open your my photo stream album, tap Edit, tap the photos, tap Share, then tap Save to Camera Roll. (Camera roll photos are not effected by deleting the account.)
Then go to Settings>iCloud, tap Delete Account, then sign back in with the new ID. This deletes the account and your iCloud data from your device, but not from iCloud. Provided you are signing back into the same account, your iCloud data will reappear on your device when you sign back in.

There is no way to merge two Apple IDs as all purchases made with each account are always tied to those accounts.
All you can do to each account is change the email address for each one but they can't have the same email address.

Does anyone else have access to your account and/or devices that might be making them ?

If they aren't showing on your account's purchase history then you should also contact your card issuer.
