All media and apps are tied to the Apple ID that purchased them.
Without your relatives ID and password, you cannot update any of the Apps.
I am pretty certain he is also violating Apples terms of service by giving you the apps. -

HT204053 My husband and I share a laptop to with our seperate itunes accounts-having difficulties.
We share a laptop but have separate accounts. Recently we have noticed that our data is crossing; ie. my music on his account, apps, etc. I logged into his account to see what it looks like and it is showing my phone listed under his account (two under his name). How can I remove this? We don't want to share our stuff its taking up data and makes it difficult to update-it requests his password when I try to update my apps.

Try:

The following Knowledge Base article offers up some basic steps to try for reinstalling an app:
iOS: An app you installed unexpectedly quits, stops responding, or won’t open.

Reinstall the app
Remove the app from your device and reinstall it. Remember that deleting an app also deletes its data.
Delete the app.
Press the Home button.
Go to the App Store and download the app again.
Wait for the app to download, then open it from the Home screen.
If the download stops, you can resume it.
If the issue persists, then you may want to try and sync the application to your iOS device using your computer by following the information in this article, under the section "Download previous purchases on Mac or PC":

One of you create a new AppleID and one use the existing AppleID.
But you can still use the items in each iTunes library.
Create separate computer logins for each of you.
This will give you each your own data. Contacts, calendars, photos, etc. (and your own iTunes library). -

Have your brother create a contact in his phone for himself. Inside his own contact, have him add his phone number and his iCloud address.
Settings > Messages > Send & Receive Have your brother select both his phone number and email addresses where he would like to receive iMessages.
