You can track it ... as long as you set up Find My iPhone.

Well your in the wrong place to do this.
In order to have your phone unlock, you will need to contact the carrier that the phone is locked to only the carrier is authorized to unlock the phone. -

It's a connection timeout error. Google for a copy of iOS 5.0.1 and download it to your computer. Prepare to restore your iPhone but hold down Option (Mac) or Shift (Windows) when clicking Restore to bring up an explorer where you can manually install iOS 5.0.1 on your device, since you do not require a full download from the Apple Servers other than to verify your iOS build being installed.

You do not need an app. The app is so you can track your phone from ANOTHER phone, and it goes on the other phone. If you enable Find my iPhone in settings, and configure an iCloud account, you can track your phone if it is turned on, has a SIM card in it, and has not been reset.

I just had to replace my iphone because i lost my first one, when i sinced with itunes it is outdated by a full year. every thing since 6/25/10 messages contact phone history etc is not there. how do i get it current, all updates etc where done on lost one???

Not if automatic syncing on connection is disabled in iTunes preferences. Then the phone backs up only when manually syncing or manual backup. Check this pref setting:
iTunes Prefs > Devices > Prevent iPods, iPhones, and iPads from syncing automatically. It that is selected, you have to manually sync or backup.
In that section you should see a list of all iPhone backup stored by device. What is the latest one showing? -

I have a new computer and want to sync my iPhone's apps. when I tell it to do so it says that all apps in my phone will be replaced by the ones in iTunes, but it's empty because it's new. If I do so will all my apps be deleted?

If your phone is offline, the ONLY way to find it is to look for it the old fashioned way. Your phone CANNOT be located electronically if it's offline.
