I want to turn Icloud OFF on my ipad but someone else has it.

Someone other than myself has my I-Pad at the moment and I want to turn I cloud off so they can not see my e-mails ect. Can this be done without having the I pad in my hand ??? If so could you please explain how.  Thank you

You cannot turn the iCloud off remotely. You can totally erase the iPad via Find My iPhone using a web browser and logging into your icloud.com account .... assuming that you have everything set up properly in order to do so.
Do you really want to erase your iPad so that someone else cannot read your email?
