First of all TC out of the box is not compatible with windows..
So change all the names to short, no spaces, pure alphanumeric.
TC name, wireless names.. (different for 5ghz) and hard disk name.
Set WPA2 Personal (AES) security with 8-12 character alphanumeric passkey.
On the file sharing page, set the workgroup correctly to WORKGROUP.
I recommend turn on the guest account to read and write.
Load airport utility for windows into the windows PC.. you can use it to do the above. Or do it from the Mac.
Open Windows Explorer..
In the address bar type
\\TCname or \\TCIPaddress.. obviously changing those for the real name or IP address.
Then create a new directory in the TC so you keep the windows files separate.

the free apps are only for ios device (iphone ipad ipod touch) and do not work on mac computers. if you do get pages and numbers on your mac though you can sync the information using icloud

Who is the carrier the iPhone is carrier locked with?

It was. It is not any more. The app was pulled when the iPhone 4S was released. Siri is a fundamentally different product/service now. It will only work on the iPhone 4S.

If the old ID is yours, and if your new ID was created by editing the details of this old ID (rather than being an entirely new ID), go to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iDevice, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. That is fine and recommended.. use the fastest disk you can afford.. ie Thunderbolt>USB3>FW800>USB2.
In addition, I'd like to partition the external hard drive so that Time Machine can use it to both back up my IMac and the external library drives.
Let me be clear.. you want to partition the one disk.. use it for TM and move your files to the external disk.. and then backup to the same disk.. You can do it.. but that is not a backup.. that is an experiment in how long you can get away with running files and backups on the same disk before you lose everything.. like Russian Roulette.. pull the trigger enough times and laws of probability will do you in.
You must have backups on a different disk .. otherwise it is pointless.

No.. you can buy special USB and Thunderbolt external drives that support RAID..
BUT that is still not a backup.. let me show why.. you make a silly move and corrupt your file in aperture.. it is not that rare.
Raid will corrupt all copies of the files.. it is replicated across all disks.
Delete a photo it is deleted across all disks.. you have no recovery.
Alway, always consider RAID system one disk.. backup onto another disk.. and if the photos or movies are at all important to you.. ie your family .. make another copy and store in a relatives house.. There is no such thing as too much redundancy.

You have already seen that you cannot load the new iTunes into your 10.5.8, so as Neil says, you need Snow Leopard (current cost £14). And you'll probably need to update the disc you buy via the combo update, though that is free.
As far as the new iTunes is concerned, there's been a certain amount of grumbling so you may want to study the forums before you update. The main problem has been with album artwork which does not transfer easily.

Buy Snow Leopard from the online Apple Store - http://store.apple.com/us/product/MC573/mac-os-x-106-snow-leopard - and update until you get to 10.6.8. Then, if you're computer is able to run Mountain Lion, you'll be able to purchase ML and install it via the App Store.

Reboot ATV and router, make sure both are up to date
Try ethernet
