Updated my iPhone 4s to 6.0.1 and iTunes on my iMac to 7.0 now iTunes doesn't work. My iMac and iPhone will not sync. It just says waiting to start sync, step 1 of 6 for hours.

Do not take it to a third party repair shop - downgrading causes problems and voids your warranty.
I had to unlock it so that i could really use it as a phone.
And that is the root of the problem. Unless you had your carrier unlock it, it was hacked and cannot be legitimately activated. Even if you don't care about warranty or problems, downgrading simply will not help an activation issue.

Recent photos may be in your Photo Stream or in your iCloud backup if you chose to enable those backups.
If you were only backing up through iTunes and didn't complete a backup recently, then your photos are gone.

I am using an HP DV9 laptop running Windows 7 Home Premium and the latest iTunes software.
I regularly synch my iphone 4S with my laptop & Outlook.
I recently got the message that an IOS6 upgrade is available & so I scheduled to apply the update.
Everything was running normally when, after the download of the update, backup of my iphone, & applying the update began when
suddenly, iTunes returned with an ERROR MESSAGE as follows:

Now, my iphone is stuck with the iTunes icon and the USB image with an arrow pointing to the iTunes

I actually tried the steps below due to the error -5000 I had encountered during the previous tries updating my IOS to 5.1.1
"Perform a normal sync and check your iTunes to make sure everything was synced in the right places like the tabs at the top of your "summary" when you plug in your iPhone to iTunes. Try holding just the home button for a while.
Try a program called TinyUmbrella, it's good with getting your phone out of funny states like that.

I had to replace my iPhone 4 because of an issue with the power button sticking.
We backed up my iPhone right there in the apple store (I think with iCloud). The worker then went and changed out my phone and everything was transferred but my music and some of my pictures. When I open Photos it says "downloading 111 of 354" (which is how many photos I had) but it has been saying this since I've gotten it. My pictures are no where to be found on my mackbook either! I synced my phone and updated it when needed, so where are my pictures?! How can I get them back?!
The odd thing is SOME of my pictures transferred and some of them are out of order on my phone. How is it only some transferred? All were taken with my iPhone..

The iPhone has never synced pictures taken with the device to the computer. It has always been the users responsibility (explicity stated in the User's Guide) to copy the pictures off the device to the computer.
Why in the world would anyone leave 500+ pictures on the device as the sole copy of those pictures???? Any intelligent human being would ensure that copies of important pictures existed elsewhere.
Unfortunately, if the pictures are not restoring from iCloud at this point, they are gone. Hopefully you've learned a lesson.

I was updating my iPhone 4 to iOS 7 today and before I did, I backed my phone up into iCloud. Then while it was updating an error occured and now itunes is telling me the only way to power up my phone is to restore the whole device. Is it possible to power up my phone without restoring the whole device? Or without loosing everything?

Not if the error says to restore in iTunes. You should have made a backup before the update, so you should be able to restore to that backup. But with the device in recovery mode as it is, there is no way to backup anything at this time. If you did not make a backup before updating then you can only restore to your latest backup, whenever that was. If no backup at all, then you will have to restore the device as new, losing everything.
