I am thinking about buying second hand iPhone 6, but what if the buyer will report to Apple that the phone has been stolen after selling it? How can I avoid this situation?

There's no mechanism in place for anyone to report stolen phones to Apple thus they don't get involved. That job is for the police dept. Knowing what the seller needs to do before selling the phone might help you before purchasing it.

The only option is to contact that person to have them remove Activation Lock from the iPhone. They can do it online and do not have to come to you. Check out the article below for more information.

Looking to buy a new handset to replace my old stolen one. I've found one that is listed as being locked on EE, but my contract isn't with them. Can I get it unlocked in any way? I have the IEMI number if that helps to make sure it's not also a stolen phone.
Only EE can authorize the unlcok so you would need to verify it with them as nobody here would know.

The previous owner has to disassociate/unregister their device from their Apple ID - you cannot do it for them.

thanksBoth AT&T and Apple know who the owner is. But under their privacy policies they probably won't tell you. If you call AT&T with the serial number they MAY tell you if it is stolen.

Sorry, but you have encountered the Activation Lock:
ACTIVATION LOCK
The only person who can remove it is the person who put it on. You will need to contact the previous owner and have them follow one of the sets of instructions in this link:

If you cannot do that, then see if there is any way of getting a refund from the seller. If you cannot do that, then you have a device that is unusable and won't be able to be restored.

Someone said that Melbourne had the longest turnaround times for Apple service work. Let me tell you the guys at the St Kilda Apple Service Centre turned my job around in 2 days... but my question is where is the best place to buy second hand iPhones in Melbourne?
There is no reliable place to buy any second-hand iPhone other than from someone you know personally. There is no way to know for certain that any iPhone you buy from a stranger isn't jailbroken, stolen, or reported lost and replaced (and hence probably blocked by the carrier). The only reliable place to buy an iPhone is from Apple or an authorized iPhone dealer.

The phone may be locked with a passcode. If it is, follow the directions here, to force the phone into recovery mode & restore it:

This will remove the passcode, but also update the phone to iOS 7.0.4...no way around this if there's a passcode on the phone. If no passcode, just do the erase all settings & content if you don't want to update the phone.
