I need to delete my photos off my iPhone so I can download ios7 how can I see them in my icloud to make sure I have still them

The only way to do that would be to add them to a shared stream.  The disadvantage is that they will be a lower resolution than the original photos.   Another option if you have a lit of music on your device would be to sync it all off, the sync it back after the update using iTunes.

    Best guess on this point, though my suggestions may be shot down to the very last ...

    Your HDD may be running low on free space, at least enough free space to process 70K photos in a single shot (an entire library, all associated as one).
    You need to see how much free space vs total disk capacity is left.
    Then check the size of the files you are trying to "empty trach".  If those two numbers are too close, you may need to try some gymnastics.
    If you have not used CarbonCopyClone, you may want to get an external drive that is 2x your internal drive.  If you have room enough, download (for free) CarbonCopyClone or SuperDuper (your call, both equally good).  Make a clone of yuor drive onto this external single-partition drive, which should have more than enough free space without shutting down.  You do this by booting holding the "option key" so that all operations are now on the external disk.
    Then you can clone this external clone back with an empty trash.  Then be more careful about how large the "trash gets", by disassociating bulks such as iPhoto.
    This may be an overly dramatic approach and there may be ther ways to bypass "empty trash" usage of system resources.   But nothing is destructive on your original disk until the last step of cloning back, and you have a new way of making an "emergency crash" bootable disk if even that does not work.  I DO run with a CCC external bootable, by the way, so the "if nothing else" effect has value.

    I am having the same problem.. I've gone to the extreme to delete all content from my phone and restore it to factory (TWICE) only to have my backup re-install everything that I didn't want in the first place. I hope Apple gets it together soon - I'm trying to delete pictures, music, the whole works and I can't. The sad fact that the new IOS is almost like a (drumroll please) conspiracy theory - screw up the system so bad that people would be forced to buy the newest and latest... Sadly - we've had to do that with one of our Iphone 4s...I just wanted to let you know that you are not alone on this issue. I'm sorry that I don't have a clue on how to actually fix this though.     What photos?
    Photos synced to the iphone from your computer, are removed the same way.
    Open itunes, connect iphone, select what you want to be on your iphone, sync.

    Can I use iCloud as photo storage rather than just backup?  Right now, it just syncs the photos from my iPhone.  I want to delete some photos from my phone, but keep them in the cloud. 
    I also want to be able to adjust the settings of certain folders in iPhoto to do different things. 
    I.e. I have a "work" folder in my photos app on my iphone.  I want all the photos and videos in this folder to be stored in dropbox and be erased from my iPhone. 
    I have a "family" folder in my photos app on my iPhone.  I want all the photos and videos in this folder to be stored in iCloud and erased from my iPhone.
    Finally, why can't I log into iCloud from anywhere and see my photos?  For example, when I go to my friend's house, I want to be able to log into iCloud from his computer and show him photos that are no longer saved on my phone, but rather stored in the cloud. 
    Would I be better off with dropbox, flickr, or Amazon for something like that?

    If you have the photos on your computer a great way to test is to remove your phone from your computer and see if the photos are still on it; if they are still on your computer you are free to do so
    Also when you are importing photos from the device to iPhoto you should get the option to delete after importing

    Indeed.
    If you switch you picture sync back on and connect to a wifi it will sync your photos back.
    What i would recommend is to do a weekly backup on the pc and delete photos off the phone that is not needed. Just make sure you leave the sync off on the phone.
    Just do a manual sync from phone to pc. If you plug it in, on the left side you will get all your options for pictures, videos, pictures and more.

    This is a problem. Normally you do need to connect to the computer you've synced ith previously to delete albums that were copied from that computer.
    In the case where the old computer fails, crashes or is sold or discarded, you need to get all of your stuff off the iPad and onto a new computer. Visit Apple support to learn how to do this. Once you establish a new tunes library on a different computer you can sync and delete the photo albums you no longer want.
    Another option is to restore your iPad to its original state. That will delete everything including photos, non default apps, music, videos, etc.
    Once reset and erased you can download all purchased apps again.

    I assume you are aware of all the ramifications - like not being able to access any past purchases on this Apple ID, these forums may also use that ID to login.
    There are conflicting pages stating if this is possible…
    how to delete apple id account <- this says NO (I tend to think this is actually true).

    I think the first step to take is to remove the content by ensuring all iCloud syncing is turned off & then checking that Contacts, Calendars, Email etc are all empty within the iCloud web interface at iCloud.com.
    Then remove or edit the data within your Apple ID account https://appleid.apple.com/
    Don't forget to remove credit card details or PayPal payment info etc.
    You may also want to edit your security questions, but save them incase they are needed when speaking to the support agent.
    Sign out, start a chat as mentioned in the second link & ask the support agent to delete the account.
    If it cannot be deleted
    I would add a strong password (30 random letters, digits & extended characters)
    You can try to login too many times so the account becomes locked…
    If your Apple ID has been locked - Apple Support
    It should render it useless unless you use the password reset feature - eventually I would expect unused accounts to be deleted (who knows when that happens, if ever).

    1, you can't at the moment, though with iOS 5 in the Autumn, from http://www.apple.com/ios/ios5/features.html#photos :

    2, by removing it from you synced from and re-syncing. Only photos taken with the iPad, copied to it via the camera connection kit, or saved from emails/websites etc can be deleted directly on the iPad (either via the trashcan icon in the top right corner if viewing the photo in full screen, or via the icon of the box with the arrow coming out of it in thumbnail view)
    3, the location of the photos that you synced to the iPad should be listed on the iPad's Photos tab when connected to your computer's iTunes.
    4, you can copy the photos from your iPad to your computer : http://support.apple.com/kb/HT4083 . You should also be able to delete them from the iPad as part of the transfer process to your computer, and it's then your choice whether to add them to your sync photo list so as to copy them back to the iPad. Copying them to your computer would allow you to organise them into folders and therefore be able to sync them back into separate albums.
    5, I don't use Dropbox either. There are some third-party browser apps in the iTunes App Store that allow you to download pages so that you can view them when offline e.g. Atomic Web (the whole page is saved within Atomic Web, it doesn't place a photo into the Photos app)
    6, deleting content should help. If you remove an app from your iPad then you also remove the content that it's got on the iPad - so if you then decide to reinstall it back onto the iPad then you will need to manually add back any content that you want in it. None of the Apple built-in apps (including Photos) can be removed from the iPad
