On both devices, go to Settings>Facetime and turn off cellular calls.

This is very well known that FaceTime is disabled in Middle Eastern countries and that it is the Governments that ban it and not Apple.
Basically, you may not be using your phone in a Middle Eastern country that bans FaceTime, but your phone may have originated from a Middle Eastern Country and if this is the case there is nothing at all that you can do to get FaceTime on your phone.
Where did you get your phone?
You cannot get FaceTime on your phone either via updates or though the Apple store or App store or anything else for that matter. If your phone does not have FaceTime, then you can never get it on that phone and you will have to buy a new phone if you want it.
Also, what is this with addressing people as Concern? This is a user to user technical support forum and NOT Apple. We are all just user.

The devices are not designed for transfer of that kind. Use Photo Stream as suggested by another poster, or transfer photos to your computer (a good idea anyway since they will be lost if your device needs to be reset), then use iTunes to sync them to the other devices.

If you are using the same Apple ID on both devices, the Game Center profile should be the same.
Check out this information from the iPad User Guide. Try signing out of the Game Center on both devices and then sign back in with the correct Apple ID:

You need the Apple ID and password from the previous owner who set the Activation Lock. Where did you get this phone?

Contacts are designed to be synced to a supported application on the computer or a cloud service.
Pictures taken with the device are designed to regularly be copied off the device to a computer as would be done with any digital camera.
If you have failed to use the device as designed it may be too late to recovery anything.
Is the device regularly backed up to a computer via iTunes? If so, the most recent backup (when restored to a replacement iOS device) should contain all contacts and pictures as of when the backup was created.

Have your wife log in to her user account on the laptop. Launch iTunes, then connect her phone to the computer with the USB cable. Sync. That should put back all apps and media. Since you already upgraded her to iOS 5 she'll have to manually enter all her settings and preferences, and organize her home screens.

Have you already verified your "new" email address? If not then please check your inbox for a confirmation email (also the junk folder). If you do not have a confirmation email then please sign in at https://appleid.apple.com and press "verify" for confirming your email address.

The Apple ID and Password that was Originally used to Activate the iDevice is required
If you do not have that information you will not be able to use the Device.
