ICal still not showing proper DST information after applying patch.

When will this DST nightmare end? :)
Okay, here is the situation. I have applied the DST patch as documented in Metalink Doc ID 406289.1.

Here is an iCal generated by Oracle. I had moved the date on the server upto March 12, 2007 a day after the DST change is supposed to take effect. My development team is telling me that Oracle is supplying an iCal with incorrect timezone data.

Any Suggestions on how to proceed would be great, also if you need clarification on anything I've said here let me know.

I have access to a planning environment that has been patched with .102 and IE8 is working fine with the colouring of cells.
Did you definitely delete the planning web application tmp directory and cleared all the caches from the browser
Have you tried rolling back the patch to see if it fixes the issue.
