ICloud and pictures

My wife (with an iPhone) and daughter (with itouch) have lots of photos that I don't want/need on my iPhone. With the cloud and photo stream activated can I view and select what pictures from their devices I want on my phone, or is it "all or none".
On a seperate note I have the purple arrow showing an app is using location services yet all my apps are closed ( and I mean closed for double tapping home button). Any ideas what this could be?

In that case, the only photos that are backed up from the old iPhone are those that were on the Camera Roll.  All other photos have to be restored from whatever device was used to communicate them to the old iPhone (presumably they are stored on your computer somewhere).  They would then have to be synced to your new iPhone the same way they were synced to the old one.

    Does your father have a recent backup of his phone?  If so restore his phone from that.  Please not that everythign created on th ephone since the backup was made will be lost

    This article explains ways to reduce your iCloud storage: Managing your iCloud storage.  In addition to what's mentioned in the article, if you have lots of photos and videos attached to your text messages, these are all included in your iCloud backup and deleting them can sometimes significantly reduce the size of your backup.
    If worse comes to worse, back up your phone to your computer rather than iCloud.  To do this, connect it to your computer, open iTunes and go to File>Devices>Back Up and to File>Devices>Transfer Purchases.  This can be used to restore your data when you get your phone back.  (In fact, it's faster because you don't have to download the data from iCloud.)

    You can have one icloud account and a different itunes account on the phone. I have my icloud account and a shared itunes account. He does not have to use the new icloud account as is ID in itunes and app store. He can keep using the old one.

    Edited: I backed it up and I only retrieved my contacts and music playlist.

    Backing up does not restore anything, it simply makes a backup of the content on the device.
    I suspect you intended that you synced the device as this would put contacts and media from iTunes back on the device.

    Yes, I filed police report, but there is nothing they can do until I get back to them on the tracking. It's been offline. I'm sure the whoever took it can find a way around breaking in the ipad..i really was hoping to get my pictures and videos of my kids back

    You may need to restore the iPhone while it is in what's called 'recovery mode.'

    I have experienced a similar issue.
    Normally all photos from iPhone or iPad correctly push to photostream and it works.
    But on a recent travel the photostream pushing seemed "spotty" and some random pictures taken with iPhone were/are  not pushed to photostream. On the destination there was a (slow) wifi connection, might have something to do with it - but even after getting home to my faster wifi connection the remaining photos in my camera roll are still not pushed to photostream from the iPhone.
    The missing photos not being pushed from the iPhone to photostream are random in timeline ("spotty" pushing).
    Any ideas on why this happens?
    I guess after connecting the iPhone to my Mac the entire camera roll will load into iPhoto, and iPhoto on Mac will do the remaining "pushing" to photostream; will have to wait and see.
    But this issue purely is about incomplete pushing from iPhone camera roll to photostream.

    You should perform a backup to icloud if you haven't done that.  But I'd recommend that you also backup to itunes since restoring from itunes is faster and in my opinion more reliable.
    As for pictures, not all pictures go to an icloud backup, on those in camera roll.  You should always sync pictues to a computer for archiving, relying on an icloud backup can nip you in the bud  if you haven't set things up right.  Always sync to a computer!

    When you reset the device (deleting all data from it) you will go through the setup procedure and will be given the option to restore from itunes or icloud.

    I installed Icloud and my original pictures that were on my iphone are missing - where can I find them?  I never deleted them.

    Do a search for the Settings App first. If you are running iOS 7, swipe down from the middle of the home screen to get to the search field at the top of the screen.  If you are running iOS 6, swipe to the right from the first home screen to get to the search area. Type Settings into the search field. When the app appears in the search, tap on it to open the Settings app.
    From that point, do one of these two thins to get the apps to reappear. Most likely, the second suggestion is the one that you should try since not all apps can be restricted.
    Check Settings>General>Restrictions and make sure that you didn't disable it.
    You can also reset the home screen layout and the icon will reappear - but the home screen will return to the way that it looked when you first activated your iPad.
    Settings>General>Reset>Reset Home Screen Layout.

    Did you delete your photos in your deleted photo folder? I you didn't their still on your phone taking up space.

    - Syncing with iCloud does not move anything from the the iPod to iCloud. Some items like contacts, calendar and some app date gets synced to the cloud continuously.
    - If you backup to iCloud it backs up the photos in your iPOd's Camera Roll album. If you delete some of those photos and then backup the previous backup gets overwritten with the changes and thus you can't get them back.
    - You can get the last 30 days worth of phtos in the CamerRoll form your PhotoStream
