ICloud backup has old non-email Apple ID, no longer have password

I'm unable to restore my iPhone 4/iOS 6.1.3 backup to my new iPhone 5/iOS 7.0
Using my new iPhone 5s:
1. In the Set up your iPhone screen, tap Restore from iCloud Backup.
2. In in iCloud Sign In screen, I enter my email-based Apple ID and Password, then tap Return.
3. In the Terms and Conditions screen, tap Agree. In the Terms and Conditions popup dialog, tag Agree again.
4. In the Choose Backup screen, choose LATEST IPHONE BACKUP (Yesterday, iPhone (iPhone 4)).
The iPhone 5 now asks me for the the Apple ID password for my old, non-email Apple ID. When I enter the password for my current, email-based Apple ID, I get an alert: Could Not Sign In: Your Apple ID or password is incorrect.
I'm unable to reset my password using http://appleid.apple.com. When I use the email authentication approach, I never receive the email. When I use the Answer Security Questions approach, it prompts me for the montd, day and year of my birth. When I enter these, I get this message: The authentication information provided does not match our records. Please verify your personal information and try again.
So apparently my old iPhone 4 is backing itself up using an iCloud account that uses my current email-based Apple ID, but somehow the backups it saves use my old, non-email-based Apple ID, so I can't use them to restore to another device.
I'm not sure what I should try next. Any suggestions are appreciated.

I have exactly this issue. A few years ago I changed my Apple ID. No problem then or since then. But today when I try to restore my new iphone 5S from an existing back up - a back up which I created from my iphone 4 just a minute before using the same iCloud/Apple ID - it defaults to an old Apple ID (that I can't change) so when I enter my password (which is actually the same password as for the old Apple ID) it says can't restore from back up (specifically items purchased from iTunes) because the Apple ID and/or password is incorrect. I am like 'yeah, it's incorrect because you have defaulted to the wrong Apple ID doofus'. Any ideas?

    OK...now I appear to 'progressed' I changed my email address back to original on Apple id and then was able to delete icloud account. Apparently I couldnt do it as it kept requesting password  when I entered passsword ( both old and new one, it wouldnt accept it as it had my old email address in ) It didnt do that on ios6 . Anyway I deleted account, but now I tried to login in with my new id/password and it says unable as already in use!!! More help needed please! Its a nightmare!!

    if you in iTunes on your computer click on the menu called store
    and look at the second from the bottom menu item [view account<X>] is the X the wanted appleID?
    and if it's not have you tried to click on the item above it called sign out and then sign in with the wanted appleID?

    You'll have to do another restore from the old phone backup.  But before doing that, tell us what was not restored.  For example is it just photos that didn't get restored?  If so, that seems to be a common problem for many users, judging by the posts left in the forum.  There doesn't seem to be a solution to that problem (other then to tell users to ALWAYS sync photos to a computer and never trust an iCloud backup/restore to save photos.

    As we are fellow users here on these user-to-user forums, you're not talking to iTunes Support nor Apple, I've asked the hosts to remove your email addresses from your post - it's not a good idea to post personal info on any public forum, unless you like spam emails.
    All iTunes downloads are tied to the account that downloaded them, and iTunes accounts have to have a unique email address - you are sure that you created a second account ? If you try to create a new account with an email address that is already being used as a primary email address you get a prompt saying so, and to either log in with the existing account or to use a different address for the new account
    Have you invited your icloud.com account to be part of the family ? Adding email addresses to be an account's alternate email addresses does not make its purchases available to the account, the account that made the purchases needs to be part of the family.
    Not all of the account's purchases may show for sharing : Which purchased content can I share using Family Sharing - Apple Support.

    Thanks, I appreciate the help.  I think this is one of the problems Apple is creating by changing the OS so often. I had fomer colleagues at [a major aerospace contractor] who told me that so many original files were ultimately lost because of the deadly change in the "Save As" operation that they are now afraid of every OS update. Apple has badly damaged their support base with that very prominent company (they won't update now until they've fully examined and understand changes in the pre-conditioned nature of OS computer functions), and they are a whole lot less enthaled with Mac-related equipment/software. Can't blame them, I too used orginal files that way (as easy-to-use templates), and lost some important files before I realized what was happening (to late to revert). Companies should not have to retrain employees each time an OS gets an update, it's can be very expensive several different ways. They learned a painful lesson with that one. And because I'm now retired and don't use multiple devices, I need iCloud like I need a hole in the head... but I'm told there's no way to keep Apple out of my computer. Fortunately, because of major problems when initially installing Mountain Lion, one hold-over of the hardware/software damage I experienced was that iCloud can no longer access my computer even though everything else is working fine again. That was the only "good luck" I had as a result of that expensive nightmare.

    To change your iCloud account to a new Apple ID, go to Settings>iCloud on your phone and turn all data you are syncing with iCloud (contacts, calendars, etc.) to Off.  When prompted choose to keep the data on your iPad.  (If you are syncing iWork documents with iCloud, also open your iWork apps and turn off iCloud syncing and choose to keep the documents on your phone.)  After everything is turned off, scroll to the bottom and tap Delete Account.  Next, set up a new iCloud account using your other ID, then turn syncing for your data (contacts, etc.) back to On.  When prompted, choose Merge.  This will upload the data to your new account.
    This will not move your photo stream, however.  If you have photos in photo stream that aren't in your camera roll and you haven't backed up anywhere else you will need to save these before deleting the account.  To do this, open your photo stream album on your iPhone in the thumbnail view, tap Edit, tap all the photos to select them, tap Share, then tap Save to Camera Roll.  You can then delete the iCloud account and your photos will stay in your camera roll.

    You may be able to change or reset the password on this old iCloud/Apple ID account, even if you no longer have access to the email address associated with it. Once the password is changed/updated, you should be able to log your iPhone out of the old iCloud/Apple ID account and log in to the correct new account.     Technical issues aside, there's still a legal issue.
    Neither 2006 nor 2007 MacBooks shipped with Snow Leopard 'factory' installed. OS X 10.6 Snow Leopard became available in September 2009. So you purchased and installed a Snow Leopard upgrade disc on the 2007 system at some point.
    If your Snow Leopard upgrade was a single-user copy, then legally, you need to purchase another one for the second computer. If your Snow Leopard upgrade was a Family Pack 5-user license, then you're good to go.

    Worst case, single-user Snow Leopard upgrade discs are $29 retail, direct from Apple. I'd hate to have two computers and no OS installation CD's for whatever version I'm currently using.

    That's because all apps are forever tied to the Apple ID used to obtain them, & can only be updated using that ID.
    To use your new ID with these apps, you'll have to delete them, then repurchase. Or, contact iTunes support, explain the situation, & ask that they add these apps to the download queue of your new ID.

    Try plugging it into your computer, see if that clears it up or if you can perform a restore from your latest backup.
