ICloud - error "com.apple.applecount error 403". How can i access it?

Hi,
I am using iPhone 4S and updated to iOS 7. But when i try to login into iCloud it gives me the error "com.apple.applecount error 403". How can i access it?
Kindly guide me how to signin to iCloud

I searched for you and found this answer:
com.apple.appleaccount error 403 is the "best guess" error presented by IOS 7 when it see's the 3 user creation limit is reached and you attempt to create a new ICloud account by logging into ICloud on phone that has used all 3 account creation limit set by Apple.
Fix: go to a different Apple device that has not burned up its 3 per device ICloud account creations and setup the account there.
NOTE: you will use up one of the 3 maximum ICloud account creations on the device you use.

    If you've already reset the password and changed your payment information, then the next best thing to do is call Apple directly and ask for iTunes Billing Support.  Your account is likely disabled on their computers as part of their fraud prevention protocol.  You may have to verify yourself as the account holder to get the account enabled again.

You will be presented with "com.apple.appleaccount error 403" which does not tell the laymen anything useful.
    Cause: IOS 7 reports a "best guess" error instead of detailed error explanation.
    How To Resolve Error: Find a device that has not been used to create an ICloud account the maximum 3 times and use it to create the ICloud account by logging into the Settings/ICloud tab with the Apple ID you want a ICloud account created for.
    Keep in mind this will use up one of the three lifetime allowed ICloud account creations allowed by Apple on that device.
    Also per support: If an existing account is logged into the ICloud service. A. Backup phone using iTunes on a mac/pc. B. At bottome of Settings/ICloud Delete the account "AND" all the user date from the phone. It will offer the Delete all data option. The reason for Deletion(and is why we backed up on a pc vs. the cloud) is when you create the new ICloud account it will backup all of the Device owners information to the wrong persons account.
    Once you have created the new ICloud account log into that account on device that was presenting error: "com.apple.appleaccount error 403" it should allow the ICloud login.
    Once you have verified the "device with error" is ICloud functional delete the ICloud account from the device used to seed the ICloud account and delete again all user data from cloud. Restore the recently created mac/pc Itunes locally created backup to the phone and then go to Settings/ICloud and login with the device owners Apple ID and password and verify your backup to the ICloud settings and Eureka! your done.
    It took less time to do that for me to type this lol.

    Make sure that your date and time settings and time zone are accurate (Settings - General - Date and Time). Reset your phone to 'Set Automatically' and then try signing in again - this worked for me.  My date/time settings were not automatic (candy crush cheats!!).

    Icloud problem.  The icloud address is my previous email and I can't access this and it won't recognise my date of birth so can't sign in.

    Hi @ATCDeJay , I see by your post that you are getting a error "com.apple.ImageCaptureCore error -9929", when scanning from the HP Software. But you can scan through Apple preferences. I can help you but I will need some more information.
    What is the full name and product number of your printer? How Do I Find My Model Number or Product Number?
    There are several Laserjet 200 series.
    What operating system are you using? Mac OS X: How Do I Find Which Mac OS X Version Is on My Computer?
    How is the printer connected? (USB/Ethernet/Wireless)
    What driver did you install? (CD, Apple driver)

    Trying to scan an image to scanner/printer HP LaserJet 100 Color MFP M175 nw, I get the error: "com.apple.ImageCaptureCore error -9929".
    Never happened before. Any suggestion? I cannot find any suggestions.

    Have you tried turning the printer off and then back on?
    Do a backup.
    Quit the application.
    Go to Finder and select your user/home folder. With that Finder window as the front window, either select Finder/View/Show View options or go command - J.  When the View options opens, check ’Show Library Folder’. That should make your user library folder visible in your user/home folder.  Select Library. Then go to Preferences/com.apple.Image_Capture.plist. Move the .plist to your desktop.
    Restart, open the application and test. If it works okay, delete the plist from the desktop.
    If the application is the same, return the .plist to where you got it from, overwriting the newer one.

    Your signature says you have 10.6.8 which is Snow Leopard, but that is still not compatible with iCloud. You cannot back up your computer to iCloud in any case - it doesn't provide for that, only for iOS backups.
    The minimum requirement for iCloud is Lion 10.7.5 (Mountain Lion preferred): the iCloud Preference Pane does not appear on earlier systems - the MobileMe pane appears on Lion and earlier but is non non-functional - you cannot now open or access a MobileMe account.
    If you have already set up an iCloud account on another Mac or device you can make limited use of it with Snow Leopard - details here.
    To make full use of iCloud you will have to upgrade your Mac to Lion or Mountain Lion, provided it meets the requirements.
    The requirements for Lion are:
    Mac computer with an Intel Core 2 Duo, Core i3, Core i5, Core i7, or Xeon processor
    2GB of memory
    OS X v10.6.6 or later (v10.6.8 recommended)
    7GB of available space
    To purchase it you will have to ring Apple at the number given at the bottom left of this page.
    The requirements for Mountain Lion are:
    OS X v10.6.8 or later
    2GB of memory
    8GB of available space
    and the supported models are:
    iMac (Mid 2007 or newer)
    MacBook (Late 2008 Aluminum, or Early 2009 or newer)

    It is available from the Mac App Store (in Applications).

    (If in fact you are running Leopard and it is an Intel Mac you will have to upgrade to Snow Leopard to access the Mac App Store - it's available in the online Apple Store. However if you have a PPC Mac you cannot run Snow Leopard and cannot proceed further.)
