ICloud has 2 accounts. Can I delete the old one
My iCloud has 2 accounts, my old iPhone, and my new one, can I delete my old account without it removing all of my photos?! I have no storage left on my NEW phone already :-(

You can't merge accounts or copy content to a different account, so anything that you bought or downloaded via the old account is tied to that account - so any updates that those apps get you will only be able to download via that account. You can change which account is logged in on the iPad via Settings > Store

I'm able to use the new one even tho the old one is there? But can't delete the old one because it's frayed out n can't tap on it to change it to the new one
You will need to use that old Apple ID and password to update any apps you purchased using that account. So you will either need to recover that Apple ID, which if you forgot the password you should be able to reset here:

or you will need to delete all those apps and repurchase them using your current Apple ID.

My iPhone 4 has never backed up to anything, the account I started it with I never used so I was never able to verify it or anything. I now have a new icloud account and I want to backup my phone before I get a new one in a couple of days. If I delete the old account will I lose my photos or will they still be on my phone (remember they've never been backed up)? Thanks!
You cannot delete an Apple ID, you can just stop using it. If your photos are still on your phone now, then I suggest you do back them up. Transfer them from the phone into your iPhoto Library. iCloud only backs up your Camera Roll automatically. But the Camera Roll only contains new photos that were taken but not yet transferred using iTunes.

I upgraded one of my programs and now the icons for both old and new appear on the launch pad. I don't need or want the old version to display, as it's been imported into the new one. I can't seem to figure out how to edit it off the launch pad.

I deleted a large number of contacts on one iphone when i got a new one. icloud must have automatically synced to the old one, then synced my new one to that, thus deleting many contacts. can i restore them? can i retrieve a snapshot of my icloud as it existed yesterday?
When a device that is connected to an icloud account has it's contacts deleted, the same contacts at icloud.com are also deleted and then the changes propagate to other computers and devices also connected to the same icloud account. In other words, the contacts are deleted everywhere. Also, any iOS backup to icloud does not include contacts or any of the other Apple data, like calendars, reminders, etc. The only way you can get that data back is if it was on a computer which has been frequently backed up. You restore the data from the backup. (This reference to "backup" is a local backup, it has nothing to do with icloud.)

You could add an iCloud account, but not as your primary account which means that you would not be able to use all of the icloud features like documents and data, backup, find my iphone etc.
It would definitely makes sense to delete your fathers account from the phone (Settings > iCloud) and then adding your account. If your father has forgotten his passsword then ask him to reset the password here: https://appleid.apple.com -

So the answer to my question is yes - from an old Exchange account that was provided by a previous employer.
If so, you can't.
You can't merge or transfer contacts that were synced over the air with an Exchange account with another account, and the same for syncing the contacts direct with a supported address book app on your computer. This is how most employers want it. -
I have forgotten my appleID password and the email it is linked to is deactivated, security questions aren't working. This is on my iPhone and iTunes acs so I can't sync with my new computer. You cannot merge Apple ID accounts, that has never been supported.
You can contact the Apple ID Security folks per the listing in http://support.apple.com/kb/HT5699 and they can help reset security questions and get the account working. -

Why would you create a new account?
All purchases will be tied to the account from which they were purchased.
You will have to authorize your computer for all the accounts from which music is purchased. -
