Icloud inop since update to 3.0

Question

Since icloud control panel updated to 3.0 & iTunes to 11.1.0.126, neither icloud control panel nor iTunes store works. iCloud control panel locks up and never connects to the server to download information although my apple id shows correctly.  Task manager shows iCloud control panel as running and does not give the (Not Responding) indication.  I have to end the task to get it to close out.  Also iTunes will not connect to the store, get a network connectivity error (-3212).  Checked connection from another device and it works fine.  Followed all the steps on support site for iTunes connectivity troubleshooting... no luck.  Ran iTunes diagnostic, shows secure link to iTunes store failed.  Report shows iTunes not enabled in Windows firewall, but I checked and it is.  Also tried uninstalling and reinstalling both iTunes and iCloud.  No luck.  Attached is the diag report.  Anyone running into this problem since the update?

in that case, i would turn off all music syncing and sync the phone. this will delete all of your existing content. next, turn syncing back on and resync. does it still happen?
