ICloud match freezes on step 1...what can I do to fix this problem?

Recently just purchased iCloud annual subscription, but I have been stuck at the end of step 1 for 2 days now...what can I do to fix this problem? Please help!!!

From what I understand it is to do with your iTunes library file being corrupted. I tried to force it to create a new version of the library file but then my iPad didn't recognise it and thought it was a different one to what it had been syncing with before.
So I'm not sure where to go from here.
