If Condition problem in obtaining layout

Hi,
I have problem in a condition while obtaining cross -tab report layout.
The counts are not falling correctly even i have given the conditions
Department Location1 Location2
Employee Co-Op Intern     Contractor Employe Co-Op Inter Contractor

Here, in the above mock up layout, my (location1 and location2) and (Employee, Co-op, Intern, Contractor)are populating dynamically and using
<?for-each-group@column:G_1;WORK_LOCATION?>
Next, i am using if condition to get the counts for department 910 Admin as follows:

This if condition is not working properly.
The problem is the counts are not exactly falling under the correct (Employee, Co-op, Intern, Contractor) even i have provided if conditionCan someone let me know if i am making any mistake here.
