If I bought an ipad in the U.S. and I take it to another country. itunes says that the ipad needs to be configured to work at the other country to be able to redeem the itune giftcard. How do I change that w/o having to reset the manufacturer settings?
I bought an ipad3 as a present in the US, we set it up in the US, but when it was taken to Mexico, the person tried to activate the itunes giftcard and it says that the ipad has to be configured to Mexico in order to redeem the Mexican itunes giftcards. Does anybody know how to do that w/o having to reset the ipad to the original manufacturer's settings?
You can only use a gift card in the country's store for which it was purchased.
Go to the App Store. Tap the featured tab. Swipe down to the bottom of the screen and tap on the Apple ID. Tap View Apple ID in the popup window. Enter your password. Go to country/region to change the store.

By Design the iPhone can Only Sync to One iTunes Library at a time. -

All apps are tied to the apple id that it was used to purchase or download the app.

Without providing details on exactly what you did it is hard to provide an answer. It's like me saying, "This chocolate cake I made tastes wrong," but not providing the recipe for review. Maybe it was the garlic in that particular recipe.
If iTunes is successfully using a previous library which you rename to iTunes Library.itl then that is now the current library.
Have you restarted your computer and then tried emptying the trash? -

Were you definitely connected to the internet at the time? If you don't have iOS 5 on your iPhone then the only way to update it would be via iTunes, once updated to the latest version of iOS you'll be able to update your iPhone without connecting to iTunes "over-the-air".
Before updating however it goes without saying to Backup your iPhone, this should happen by default upon connecting your iPhone to iTunes.

My ipod when i cut it on shows the ITunes icon and the usb plug icon on my ipod screen. so I plugged it into my computer and when it took me to the Itunes menu it says I needed to reinstall the proram to the manufactures settings and upgrade. If you have Find My iPhone enabled, you can use Remote Wipe to erase the contents of your device. If you have been using iCloud to back up, you may be able to restore the most recent backup to reset the passcode after the device has been erased.
You need the iPod and iPad conencted to the interned and FindMyiPod turned on on the iPod an the iPad need to have the FindMyiPhone app installed. That now requires iOS 7 on the device.
