No you can't.
The warranty for the iPhone is NOT international, so if you buy the iPhone in the US, then warranty is only valid for the US and you will have to physically take the phone back to the US if you have any problems - postage is not accepted.
Bottom Line: If you want to use the phone in China and have warranty cover, then buy the phone in China.

Reports on the Sprint iPhone have gone either way and I'm not sure if the GSM side is unlocked.
The AT&T iPhone comes locked but if you Restore it as new after authorizing it then you will get the "Congratulations, your iPhone is unlocked message". But again you have to activate it first.

you could buy it somewhere in Europe. I know Apple sells them unlocked here in Germany and if I am not mistaken also (among others) in France and Italy.
Yet, as Peter wrote, the warranty can become a problem. Not sure whether a one country only rule goes for the European Community as well though.
As for the price, the 16 GB model costs 679,- € (equals roughly 550 £). Currently there is an average delivery time of 4 to 5 weeks.
LTE connections will not work with Orange or Vodafone. Only EE is about to offer a compatible LTE network. DC-HSPA and regular HSPA+ will work fine.

What website? The US Apple store site? If so, yes the phones will work, but you can't purchase anything from the US store unless you have a verified billibg/shipping address in the US, & the items will only be shipped to a US address.

I agree BUT as a consumer it's much cheaper to shop around to buy. If I can buy for UK network in Hong Kong for cheap, then yessus pleasus.

The iPhone is sold as "unlocked and contract-free" when purchasing that option from the Apple Store, though Apple's verbiage is using "unlocked" and "SIM-free" rather interchangeably:
The unlocked iPhone includes all the features of iPhone but without a wireless contract commitment. You can activate and use the unlocked iPhone on the supported GSM wireless network of your choice, such as AT&T or T-Mobile in the United States. The unlocked iPhone will not work with CDMA-based carriers, including Sprint and Verizon Wireless.
If you don’t want a multiyear service contract, or if you prefer to use a local carrier when traveling abroad, the unlocked iPhone is the best choice. If you choose T-Mobile, your iPhone comes with a T-Mobile SIM card already installed. You will need to contact T-Mobile or visit an Apple Retail Store to activate your iPhone.
Otherwise, the unlocked iPhone does not come with a micro-SIM card for iPhone 4s, or a nano-SIM card for iPhone 5c or iPhone 5s so you’ll need to get one from any supported GSM carrier worldwide. Yes. If you buy a WiFi+3G ipad (GSM or AT&T) in the US you can use microSIMs from other countries also. There are very few iPads (usually purchased as part of a subsidized package with a service provider) that are locked.
