If I buy an iPhone 5 from an Apple Store in Dubai will I be able to use it in the UK with a Vodafone SIM?

I am going to Dubai soon and I was wondering if I bought an iPhone out there from an Apple Store would I be able to use it back in the UK on a Vodafone SIM, also is the warranty international, ie would I be able to take my phone into a store in the UK if it needed to be fixed?

JUST DON'T EVEN THINK ABOUT IT.
Firstly the UAE iPhones have Facetime disabled
UK Prices are among the best as are deals with the carriers
AND the iPhone DOES NOT have international warranties

I guess you mean unlock the device. To lock it would mean to be possible to se it only with one carrier.
So no, unlocking the device must be done by the original carrier, you should contact them to do that.

my primary concerns are do i need to activate iphone via itunes(or is it ready to use).

You can use the device normally in India just bear in mind that if the device need a repair for any reason the phone can only be set up to repair in a US Apple Retail Store or Authorised Reseller.
You can still contact Indian Apple Care line at (91) 1800 4250 744 for phone support, but setting up to repair require the phone to be serviced in the country of purchase.

Betsy, call the Apple store and see if you can get in if there is space available. Friends have purchased Apple products and had no problems at the stores in my area participating. One even went to a training session before buying. So give them a call and get that spot before it is taken.

We are users such as yourself and can only give advice:
1. Dry the phone with a towell and put the phone in a plastic bag half filled with uncooked rice or silica gel pack and seal the bag
2. Do not remove or try to start the phone for at least 3 days
3. There is an extremely small chance the phone will start after drying this way, and even if it does, it's likely never to work well again and develop new problems in the future.
4. Get an out of warranty replacement from Apple. Unless you purchased damage inusurance, there is no warranty coverage for water damage
