Nope. All iTunes content is forever tied to the Apple ID used to obtain it. Such cannot be transferred to another ID.

i mean i am not signing up for a new account, just changing my old id primary email which is my apple id login into account.
in other words, www.icloud.com will recognize that it is still me if i login on the site? will i be able to see there all my stored information?
and if i change my password, does it automatically changes the @icloud.com password which should be the same as my apple id pass?

After opening the email it shoud of had you enter the Apple ID and password. Using certian web browser's can cause errors. You can adjust securty settings (big pain) or you use another browser. Using Firefox or Safari should do the trick.
Let me know if using Firefox or Safari resolved it.

Here are the steps I have taken and the results:
Changed my Apple ID with new email address.
Changed my iCloud with above new email address.
NOW - Apple ID appears correct in AppStore Settings, iCloud and AppStore*
If I scroll to bottom of screen in *App Store/Featured, I can see that the Apple ID is my new email.
Upon “updating” Apple ID reflects OLD email.
Deleted accounts, re-added accounts.
Signed out and signed in with new UN/Email
Issue remains the same.

If all you did was update the Apple ID and not create a new one, then go to Settings, Store, sign out of your Apple ID and sign into the new one. The apps should recognize the update. If you created a new Apple ID, then you have a problem. The apps that are on the phone are connected to the old ID and would need that to update. Apple ID accounts cannot be combined.

My Iphone 4 is telling me the same thing and I believe I figured out what the problem is. I had some fraudulent charges on my itunes account, so I call my bank and disputed the charges. Right after I did that, I started getting the message "Your apple ID has been disabled." I just realized today that the charges are not fraudulent, they are "in app purchases." One of my daughters downloaded the game Top Girl which is FREE, but in the game Top Girl you use money in the game to purchase things. It just so happens that the money you use to purchase things is real money MY Money!!!. My daughter thought she was using play money in the game and had no idea she was using real money. She spent $106.00 buying stuff. Now I have to call the bank and tell them to release the hold and pay Itunes. I'm hoping this solves the problem. You might be able to re-enable your account via this page : http://appleid.apple.com, then 'reset your password'
You might then need to log out of your account on any iOS devices that you have by tapping on your id in Settings > iTunes & App Store on them and then logging back in so as to 'refresh' the account on them.
If that doesn't fix it then you might need to contact iTunes Support : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page

On your iPhone go to Settings > Store.
Select the Apple ID at the bottom.
Select Sign Out at the menu selection provided.
Follow this by signing in with your new Apple ID/iTunes store account.
All apps - all paid and free apps include DRM protection which is tied to the iTunes account that was used to download the apps. In order to install an app update for the apps downloaded with your previous Apple ID/iTunes account, you will need to use that account and password.

What payment method are you trying to use? Prepaid debit cards by chance? Apple does not accept prepaid cards.

If you mean that the address is your rescue email address then follow the steps half-way down this page for changing it http://support.apple.com/kb/HT5312 :
Navigate to appleid.apple.com using your web browser.
Click "Manage your account"
When prompted, sign in using your Apple ID and password.
Click Password & Security
You'll be asked to answer 2 of your 3 security questions before you can make any modifications. If you are unable to remember your answers, you can choose to send an email to your rescue email to reset your security questions.
After you've validated your identity by correctly answering your security questions, click Edit to the right of your rescue email address.
Once you've finished editing your rescue email address, click the Save button directly below the email field.
You can then try using it as your primary email address on your account (you may need to log out and back in after removing it as your rescue email address).
