Now my question is, Is the "Reset All Content and Settings" can delete/remove ALL Apple Accounts?
I asked this question because, one time i read about a question here saying that when he reboot/update the phone that he didnt own first, said that the iPhone asked to input the ID that its installed/stored.
Im curious,worried, and preparing some money to prepare for this.

Thanks in Advance.No amount of money is going to change Activation Lock. If the device has iOS 7 and you restore it, then you will need the original Apple ID and password used to activate the phone to be able to activate it yourself.
Reset All Content and Settings will not remove Activation Lock. Your mom is going to have to remember what Apple ID was used to activate the device, or it will be useless to you. Apple will not disable it.

her contacts are connected directly with the Google Server so as long as they are saved to her Gmail account she should be 100% fine.. the only contacts she may lose are the ones that she added directly onto the phone and did not sync to her Gmail account.. so you should just double check with her on that

okay I've done everything regarding the transfer process (via file>transfer purchases) and syncing, so everything on my iPhone device seems to have been transferred to my iMac... however, I still get that message ("There are purchased items on the iPhone..."), trying to upgrade the iOS Have tried several times the same process of hitting transfer purchases via file, but nothing seems to make that message go away! Would have been nice to know which files I actually do need to transfer, which I don't get any info on of course...

My iPad is currently on OS version 7.1.2 and has not been upgraded to 8 yet. If I do an "Erase All Content and Settings" on the device will the device be forced to upgrade to 8 ? I would like to keep the device at 7.1.2.
To Perform the Erase All Content and Settings directly on the iPad it does not need to be connected to a computer.
In fact yes, is better if its not connected to one, but simply connected to its charger, and have it plugged in. Erase All content and settings, will not update the iOS.
If you restore the iPad using iTunes on your computer with the iPad connected, then it will update to iOS 8. Because the restore will place the newest available iOS version supported by the Phone on it.
Basically disconnect the iPhone, plug it in to its charger, and the charger to the wall, and then on the iPad go to Settings->General->Reset->Erase all Content and Settings. This will wipe clean the iPhone but will do nothing to the underlying iOS installation.
Once everything is removed, you can plug it into iTunes and sync your content back. Do not attempt to restore from backup while connected to iTunes, as it will update the iOS version in the process. Simply sync and you should have no issues. -

If the pictures are in your camera roll, extract them to your PC before doing the reset. If they were in albums that were synced to your phone they will remain on your PC.

You must use an email address that you have not used with Apple before. Make sure you specify a birthdate that results in being at least 13 years old

Use the new ID on her iPod but only for:
Settings>Messages>Send and Receive

Try and force the iPad Recovery Mode
1. Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to turn off.
3.While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
4. Continue holding the Home button until you see the "Connect to iTunes" screen. When this screen appears, release the Home button. iTunes should alert you that it has detected a device in recovery mode. Click OK, and then click Restore to restore the device.
Note: Data will be lost. You may have to repeat the above many times. -
