Whenever I try to download or update an app, whether the app is free or not, a message saying that my Billing Information is incorrect pops up. I go to it and the credit card information is under a nonworking credit card. I do not have the option "None" to select under Payment Information, so I am stuck with this credit card information but cannot download or update any apps. I was wondering if it is best to delete my current Apple ID account and create a new one in order to abandon this credit card, but I don't won't to lose my contacts, pictures, music, etc. Please help!

Do you have another card you can use? If not, I believe you can switch to the "none" payment option if you edit your billing info on a computer. Scroll down in this article to the bit where it talks about using a Mac or PC to edit your info: http://support.apple.com/en-us/HT1918
There is a link for what to do if "none" doesn't show up also.
Everything in your current Apple ID is permanently connected to it (though you could export contacts & calendar info if needed; apps, music, books, and other purchases are stuck), so you only want to change if you have no other options.

Simple answer is that you can't. If you no longer wish to participate in the community, simply quit posting and abandon the account. It will gradually fade into obscurity. If you have a specific, compelling reason for deleting the account, reply back with the reasons and maybe one of the moderators will consider and react to your request.

If this is becuase you cannot access your old account I would try everything first before making a new account.

If you delete the icloud account from your device it will remove the photostream and documents stored in the cloud from the device (if you're using iwork or another app that uses icloud to sync documents).
Photos from the camera roll will still be there.
It will ask if you want to keep the contacts, calendars, reminders, and bookmarks.
If you want to save your contacts choose "Keep on my iphone"
If you create a new apple ID you won't lose anything except your previous purchases, meaning if you wanted to redownload that app you paid for before, you will have to pay for it again with the new ID.

I somehow created a new apple ID with my current email address and now it will not let me change the email address on my original account due to it recongnizing the email address from another account. I just ran into that very issue. Here is what I discovered talking to Apple Tech Support and my personal experience in trying to do it:
1. Under the Apple ID, you are not able to change it to a .Me account, but you can change it to any other email address.
2. You can not merge accounts (though why not in the world of today's databases, why that is not an option, I don't know!)
3. You can stop using your iTunes account and it will eventually expire - tech support stated 90 days.
4. If you have purchase Apps in the iTunes store, you can not update them if you move to the new AppleID, but you can see that they need updating.

If you go onto your ipod, under settings, scroll down to icloud, there should be a botton that says, "delete account". push this, and it should delete an account.

Right, if the Apple ID is already set up, then you cannot change it to None until you put a credit card on the account.
If you set up a brand new Apple ID by first downloading a Free app, and then setting up the ID as a part of that process, then it can be None.

Your media should be safe, though you should backup routinely anyway.
