Basically I bought about 4 songs and a game on Monday
I didn't know how much was in my bank account and well, since Wednesday I've not been able to buy anymore apps or songs etc.
It says: "there is a billing problem with a previous payment. Please update your payment method."
It's asking me to update my payment methods, but when I do it says: "your payment method was declined. Please choose another."
So my question is... If I put money into my bank account will it continue to work normally?
Will the items I bought which weren't paid for be paid once I deposit money into my bank account? Once it's been paid will I be able to download again?
By the way, I pay via a debit Visa card.

That...does not help at all. As I refuse to use my credit line until I know I can actually physically get my payments to the proper place and have them credit to my account, I have yet to use my PayPal Credit. To set up my Bill Pay option with my bank, or to mail in a check (per PayPal's OWN instructions) I need an actual numeric account number, not my email address. I tried several times to enter my email address into my bank's Bill Pay system, and it was rejected each time. I refuse to send a check through the mail that may not be properly credited to my account. Looking through this forum, it seems others are having this issue as well.
This sounds like a case of "You have to use the credit line first to find out if you can even send in a payment", which is absolutely insane. Though, I suppose it's better I found this out before I used the credit, rather than afterwards and ended up with a bill that's literally physically impossible to pay.

On your iPad tap on your id in Settings > iTunes & App Store and tap on 'View Apple ID' on the popup and log into your account - that should give you a payments link on your account's page. Or on your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should also be a payment link.

Is your device recognized by your computer? If yes, copy the pictures and videos as shown in this article:

If it is not recognized, try this first: iOS: Device not recognized in iTunes for Windows
Disable autosync in iTunes, right click on it in the device list and choose "transfer purchases" to copy apps and other media bought in iTunes to your new library.
Do the same again and choose "backup", to create a manual backup without syncing.
Since your device will be erased due to the new iTunes library during the first sync, you can use this backup afterwards to restore your settings and data.
Set up at least one contact and event on your computer before you start, to be able to merge calendars and contacts.

You can't log into any site and see your account's balance. You can log into your account on your iPad via Settings > iTunes & App Store - on my iOS devices my balance shows at the bottom of, for example, the Featured tab in the App Store app under my account id (or you can view your account via Settings > iTunes & App Stores and it should show on the screen that you are taken to). You may not see anything if your account's balance is zero.
Not sure what you mean by relationship iTunes has to products. You can buy music, films, TV shows, audiobooks via the iTunes app on your iPad, and apps via the App Store app - what you buy will be tied to your iTunes account.

All downloads from iTunes are tied to the account that downloaded it, you can't re-download content via a different account. You checked the spam folder on yourr old account as well as the Inbox, and depending upon how long ago you did it, have you retried getting it reset : http://appleid.apple.com, then 'reset your password' ?

If you are using Safari ...
From the Safari menu bar click Safari > Reset Safari
Select the top six boxes then click Reset.
Quit and relaunch Safari to test.
If that didn't help, open a Finder window. From the Finder menu bar click Go > Go to Folder
Type or copy paste the following:
~/Library/Caches/com.apple.Safari/Cache.db
Click Go then move the Cache.db file to the Trash.

I have had exactly this problem - Firefox - version 11, but when I updated all my plug-ins (go to Customize Firefox - about halfway down - '''''Check your plugins''''') and restarted Firefox the problem vanished. Hope this helps as this seems to be a fairly large issue.

I've checked your account—you have two ExportPDF subscriptions. One placed on October 20 2013, and the other placed on October 11 of this year. So, you were probably charged the auto renewal for the subscription placed in 2013, and then the new charge for this year's order.
Please Contact Customer Care so that an agent can help get things situated for you. There's no reason to have two subscriptions to the same service, so an agent can help you cancel one, if you'd like.

You've checked the purchase history on your account (Store > View My Account menu option on your computer's iTunes), and have you made any in-app purchases or have any auto-renewing subscriptions ? Try uninstalling the app using this utility > Download AppCleaner for Mac - Uninstall your apps easily. MacUpdate.com
That will uninstall the app and all the associated files but you still may see the reminder.
Keep in mind, you can only update apps from the Apple ID they were purchased from.

You have encounter Activation Lock, the antitheft feature of the iPhone. The previous owner did not remove the phone from their account. The phone cannot be used until they do. Return to the store and let them sort this out. It is very unusual for someone to "forget" to disable activation lock, as it is necessary to do so to erase personal information on the phone. So it is quite likely you bought a stolen phone.
