By no means. The seller could have easily stolen it from someone else and just sold it as is, or the original owner may have remotely erased it through iCloud which would have left the Activation Lock intact. That's a much more likely scenario than a valid owner selling the iPhone without having remove his/her data. Most such owners would definitely want to erase the iPhone so as to remove all their personal data and hence would have done so before shipping the phone or would be more than willing to cooperate afterwards.
As has been suggested, if the seller won't respond and help, your mom needs to file a complaint with eBay.

No, they won't. If the phone won't turn on at all, the only way to even attempt to get information off the flash drive would be to turn the whole thing over to one of those data recovery firms like DriveSaver. You're looking at a couple of thousand dollars, at least.

I accidentally changed a setting on my ipod touch and now it won't change back. I have had my ipod for more than two years and i dont know what to do. If i go to the apple store, would they fix it, or would i need to get a new one? If it could be fixed, how much would it cost?
If it is still under warranty you can call the 800 number to apple and enter the serial number and it will tell you if it is under warranty or not if not its like $30 basically for them to help or something like that it said today when i called...
Or take it to a genius bar if you have one near?

Having to set APN means your iPhone is not using a supported carrier. Best you ask your carrier for help.

My phone slipped out of my hand landing face down on my kitchen floor. the screen is now cracked. nothing else is wrong with my phone and I want to only replace the screen. I have a disc stuck in the drive. Is there a fix I can perform or do I need to bring my MacPro to the Apple store?
PhilHere are some standard remedies.
First try the normal methods to remove the disc. Drag its icon to the Trash can in the Dock or select 'Eject' from the File menu.
Shut down the computer and start up whilst holding down the mouse button. This may take some time, but keep your finger on the mouse button right up until the disc comes out or the log-in screen has appeared.
Open Disk Utility and choose the disc you wish to eject in the left-hand pane, then click on the Eject button.
Some Macintoshes have a paperclip hole that you can insert a straightened paperclip into, manually triggering the eject mechanism.
Open Terminal and type "drutil tray eject" to eject the disc/tray, and "drutil tray close" to close the tray.
If your computer has an eject button on the keyboard, restart the computer holding down the Option key. When the startup disk selection screen appears, let go of the option key and press the keyboard's eject button. -
