If i have aperture under one account can i transfer it to another?

I have this app under 1 account and want to use under a different one - who can i transfer - if possible? thanks.

What Allan Eckert explained will share the Aperture application.
If you want to access the Aperture library with the photos between two accounts, move the Aperture library to an external drive and enable the "Ignore Ownership" flag.  The procedure is explained here for an iPhoto Library, but will work the same for an Aperture library:   iPhoto: Sharing libraries among multiple users
