Sometimes it does. However, adding more iCloud storage doesn't give you any more space on your phone if that's what you're trying to do. To create more space on your phone, you have to delete of sync something off of it. You could, for example, you could delete all your music, then perform the update, then sync your music back to your phone using iTunes.

Sorry, thats wrong. I just installed iOS 8.1 and got an error saying that it requires 5,6 GB of free space, but I have only 2,6 Gb free space in my iCloud Account.
You will need to pay in order to use iCloud Photo Library in order to use it for a huge collection of photos. 5GB is not very much.
Edit: I though you were talking about iCloud photo library.. I got that wrong. -

Icloud storage has nothing at all to do with the storage on your iphone.
Icoud storage is on a server somwewhere, not on your iphone.

My phone ran out of iCloud storage. After a week I did an iTunes backup then bought more iCloud storage and now it won't back up with the iCloud.
Do you have sufficient storage now? And did you turn on iCloud backup in Settings>iCloud>Storage & Backup?

I received a message stating Not Enough Storage. This iPad cannot be backed up because there is not enough iCloud storage available. The touch screen will not let me select settings to correct this. I did purchase more storage via my iPhone, but I still cannot get my iPad working.
Try this.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up. -

I just upgraded my phone to have more iCloud space and my calender erased everything. I have all the calender options turned on including sync with iCloud, but nothing is there anymore. Any suggestions?
iCloud storage and iPhone storage are two different things. Your iPhone is telling you that you do not have enough storage on the phone to do the update. Purchasing more iCloud storage has no affect on that whatsoever.
Connect the device to the computer and iTunes and update from there. If you do not have a computer to do that with, then you will have to delete content from the iPhone to gain usable space. -

The storage space is the iPad storage space, not iCloud storage space. What size Ipad do you have?

iCloud storage has nothing to do with the memory available on your iPhone.
