An iPhone reset is similar to a computer restart, and the answer is no with a reset.
When restoring an iPhone with iTunes, the iPhone is completed erased first including iOS. After iOS is reinstalled, you are prompted to restore from an available backup for your iPhone. You don't have to worry about your contacts being included with your iPhone's backup when doing so.
Photos and videos in the iPhone's Camera Roll can and should be imported by your computer as with any other digital camera epecially immediately before restoring the iPhone with iTunes and before installing an iOS update.

No, you will only have to rejoin all wifi network and re-pair any bluetooth devices.
However, I think this is your problem:
iOS: Wi-Fi or Bluetooth settings grayed out or dim
One user reported that placing the iPod in the freezer fixed the problem.

A trick that works frequently with iPhones:
Settings > AirPlane Mode ON, Do Not Disturb ON
Power down and wait 5-10 minutes
Power up
Settings > AirPlane Mode OFF, Do Not Disturb OFF

If they are synced to iCloud and appear on icloud.com, they will reappear on your phone when you sign back into your account. As a precaution, you could use an app like My Contacts Backup to back them up before you restore if you wish. I would also recommend as a precaution that you import your camera roll photos and videos to your computer before restoring, as explained here: http://support.apple.com/kb/HT4083.

I think you mean restore and if so, all apps on your iPhone should be in your iTunes library on your computer.
Photos/videos in your iPhone's Camera can and should be imported by your computer as with any other digital camera especially just before restoring the iPhone with iTunes.
Photos/videos in the Camera Roll are included with the iPhone's backup but not idea to depend on that alone.
Apps can also be re-downloaded without having to pay for paid apps again.

Reset my phone then go to set it up again, I type in my Apple ID and password and it doesn't work. I go through the "forgot my id" and "forgot my password" options (even though I know my id and password are right) and they lead no where. I make a new Apple ID and password and that also didn't work.

if your phone is legitimately unlocked it will not relock. If you hacked your phone to unlock it, you should disclose this to the potential buyer.
